A U.S. ambassador’s cellphone call to President Trump from a restaurant in the capital of Ukraine this summer was a stunning breach of security, exposing the conversation to surveillance by foreign intelligence services, including Russia’s, former U.S. officials said.

The call — in which Trump’s remarks were overheard by a U.S. Embassy staffer in Kyiv — was disclosed Wednesday by the acting U.S. ambassador to Ukraine, William B. Taylor Jr., on the dramatic opening day of public impeachment hearings into alleged abuse of power by the president.

New testimony ties Trump more directly to Ukraine pressure campaign

“The member of my staff could hear President Trump on the phone” asking U.S. Ambassador to the European Union Gordon Sondland about “the investigations,” Taylor testified, referring to the president’s desire for a probe of the son of Trump’s potential political opponent in 2020, Joe Biden, and the Ukrainian energy company on whose board Hunter Biden once served.

Sondland, Taylor said, told Trump in that conversation that “the Ukrainians were ready to move forward” on the investigations.

The U.S. Embassy staffer who overheard the call, political counselor David Holmes, is scheduled to testify Friday before House impeachment investigators in a closed session.

In the lead-up to the 2016 election, White House senior adviser Stephen Miller sought to promote white nationalism, far-right extremist ideas and anti-immigrant rhetoric through the conservative website Breitbart, a report released Tuesday by the Southern Poverty Law Center claims.

The report is the first installment in a series that draws on more than 900 emails that Miller sent to a Breitbart writer over a 15-month period between 2015 and 2016 and that were given to the SPLC. The report describes emails from Miller as overwhelmingly focused on race and immigration and characterizes him as obsessed with ideas such as “white genocide” (a conspiracy theory associated with white supremacists) and sharply curbing nonwhite immigration.

The Trump administration has moved to roll back an Obama-era regulation aimed at limiting the leaching of toxic pollution into water supplies from the ash of coal burning power plants.

The new measures lower pollution limits and extend the deadline for power plants to comply with new technologies until Dec. 31, 2028, which many coal plants are exempt from, reported the New York Times.

Coal industry leaders believe this could keep plants open longer, which environmental groups fear will increase the risk of water contamination.

Andrew Wheeler, administrator of the U.S. EPA, issued a proposal to relax rules set in 2015 regarding inspection and monitoring protocols at coal plants. These Obama-era rules required plants to install new technology to protect water supplies from contaminants such as arsenic, lead and selenium.

The new wastewater proposal, known as the Effluent Limitation Guidelines (ELGs), would allow significant increases of selenium entering waterways in wastewater that has been used to clean power plants' air filters, reported E&E News. The Trump administration's rule would set a daily maximum limit on selenium at 76 micrograms per liter, which is more than three times the Obama-era limit of 23 micrograms per liter.

Another proposal will move back a deadline for the disposal of coal ash sludge by eight years.

“These proposed revisions support the Trump Administration’s commitment to responsible, reasonable regulations by taking a common sense approach, which also protects public health and the environment” said Wheeler in a statement.

Officials maintain the coal industry will save more than $175 million annually and produce 100 million pounds fewer discharged pollutants each year, reported the New York Times.

Environmental groups believe the proposal will be harmful to the 6 million people who live within 3 miles of coal-fired power plants, especially poor communities and communities of color.

The EPA will hold an online only public hearing on the proposed rule on Dec. 19.

Duitse autobouwers investeren in VS, Trump ziet af van heffing

Duitse autoproducenten willen extra investeren in de bouw van auto's in de VS. In ruil daarvoor lijkt de Amerikaanse president Donald Trump bereid voorlopig af te zien van strafheffingen op auto's uit Europa.

Trump dreigt al enige tijd de invoerheffingen op Europese auto's te verhogen naar 25%. In mei stelde hij een besluit daarover uit tot november. Volgens Bloomberg zal de president het besluit nogmaals uitstellen vanwege de investeringen. De onmiddellijke dreiging is daarmee van tafel.

Juncker optimistisch
De afzwaaiende voorzitter van de Europese Commissie, Jean-Claude Juncker, zei een week geleden al stellig dat de heffingen niet doorgaan. 'Trump zal veel lawaai maken, maar er komen geen autotarieven,' wist hij.

Als Trump de strafheffingen alsnog invoert, kan dat tot een gevaarlijke escalatie van het sluimerende handelsconflict met Europa leiden. Door de heffing worden Europese auto's in de VS duizenden dollars duurder. Brussel dreigde als tegenmaatregel met strafheffingen op Amerikaanse export ter waarde van $39 mrd.

Toch lijkt een groot conflict met Europa niet in het belang te zijn van de president, die zijn handen nog vol heeft aan de handelsoorlog met China. Het overleg met Peking over een eerste deelakkoord is vanwege onderlinge meningsverschillen nog altijd niet afgerond.

Duitse export geraakt
Een deze week in economenblad ESB gepubliceerd onderzoek laat opnieuw zien dat de strafheffingen de Duitse automobielindustrie het zwaarst treffen. De auto-export van de Bondsrepubliek naar de VS zal daardoor met $18 mrd dalen, die van de EU als geheel met ruim $28 mrd. De totale autoproductie in Duitsland zou met 4,2% teruglopen.

De Duitse auto-industrie heeft door het dieselschandaal al flinke klappen opgelopen en zit niet te wachten op Amerikaanse strafheffingen. De bedrijven zouden bereid zijn de portemonnee te trekken om dat onheil af te wenden. De Duitse economie scheerde mede door de problemen in de auto-industrie langs de rand van een recessie.

Banen in VS
De Amerikaanse ambassadeur in Duitsland, Richard Grenell, was de afgelopen maanden betrokken bij pogingen om Duitse autoproducenten tot investeringen in fabrieken en banen in de VS te bewegen. Als BMW, Daimler en Volkswagen dat doen, zo was de boodschap, kunnen ze invoering van de strafheffingen geheel of gedeeltelijk voorkomen.

Dat is ook in het belang van de VS, zo viel op te maken uit opmerkingen die de ambassadeur vorige week tegen het Duitse Handelsblatt maakte. De Duitse autobouwers zijn direct en indirect goed voor 200.000 banen in de VS. Een handelsoorlog kan die banen in gevaar brengen. 'Daarom is het belangrijk dat wij met elkaar blijven spreken,' aldus de ambassadeur.

Elektrische SUV's
De eerste concrete stappen om de productie in de VS uit te breiden zijn al gezet. Volkswagen investeert $800 mln in de uitbreiding van zijn fabriek in Chattanooga in Tennessee. De eerste symbolische schop daarvoor ging woensdag de grond in. De fabriek voor elektrische SUV's levert duizend nieuwe banen op.

Daimler, het moederbedrijf van Mercedes-Benz, is van plan $1 mrd te investeren in zijn fabriek in Tuscaloosa in Alabama. Dat zou nog eens 600 nieuwe banen opleveren. Ambassadeur Grenell bezocht eind oktober de BMW-fabriek in Spartanburg in South Carolina 'om te horen over nieuwe investeringen', zo meldde hij op microblog Twitter.

Als de strafheffingen met een aantal concessies kunnen worden voorkomen, is het de tweede keer in anderhalf jaar tijd dat Brussel erin slaagt grote escalatie van de handelsspanningen met de VS te voorkomen. De eerste keer was in juli 2018, toen Juncker Trump paaide met beloften over de import van sojabonen en vloeibaar gas uit de VS.

Het is ondertussen 100% duidelijk wat er gebeurt is en dat Trump z'n eigen belangen behartigt in plaats van het staatsbelang.

Bij Obama zou zoiets volkomen onmogelijk geweest zijn.

De enige vraag die overblijft is de vraag of de Republikeinen Trump kwijt willen of niet.

Wednesday’s “star witnesses” — George Kent and Bill Taylor — in House impeachment hearings were supposed to deliver testimony that would go up like a rocket and stay there.

Sadly for House Speaker Nancy Pelosi, House Intel Chairman Adam Schiff, and the rest of the Democratic Party, their testimony fizzled out before the spark made it all the way up the fuse.

Attorneys for President Donald Trump asked the Supreme Court on Thursday to let him keep his tax returns secret, setting up a case that could determine whether any president has blanket criminal immunity while in office.

The case also marks the first time the president’s personal financial dealings have made their way to the nation’s top court.

If the justices agree to consider the case, it will pave the way for a landmark dispute over the reach of presidential immunity in the midst of the 2020 presidential campaign and a historic impeachment battle in Congress.

The court could also decline to hear the case, effectively requiring the disclosure of his returns.

The president’s personal attorney Jay Sekulow confirmed that the filing had been submitted in a text message.
