SCHMOLZ + BICKENBACH Shareholders Approve Capital Increase

SCHMOLZ + BICKENBACH announced that the shareholders at traordinary shareholders' meeting approved the capital reduction and simultaneous capital increase by at least CHF 325 million proposed by the Board of Directors. In view of the successful execution of the upcoming capital increase of S+B, Martin Haefner is waiving one of the conditions of his commitment to support the capital increase with up to CHF 325 million. Martin Haefner's commitment is no longer dependent on Liwet being excluded from the allocation of unexercised subscription rights as part of the planned capital increase. At the same time, Liwet has signaled that it will participate in the capital increase with a substantial sum.

The capital reduction proposed by the Board of Directors for the purpose of the financial restructuring of the company and the simultaneous ordinary capital increase to at least the previous amount was accepted by the shareholders with 79.3% of the votes represented.

SC Rejects JSPL Plea to Sell Illegally Extracted Iron Ore from Sarda Mines

FE reported that Supreme Court has refused to allow Jindal Steel & Power to sell and transport 12 million tonne of illegally extracted iron ore worth INR 2,000 crore from Sarda mines in Odisha. A Bench led by Justice S Abdul Nazeer while refusing interim relief said “Sarda is mined illegally. How can we allow it…just because its sold to you.”

The court was hearing a case by the Odisha government seeking to bar JSPL from accessing the extracted iron ore in Keonjhar mine in Odisha which the company claims was mined before the state government imposed a ban on mining. JSPL opposed sale of iron ore by banks, saying the iron ore belonged to it and it should be allowed to consume and transport it from the current location, which is Sarda Mines.

However, banks opposed JSPL’s plea, saying they have a statutory charge over the same iron ore.

Sustainable Steel Indicators from worldsteel

As COP25 beguns, the World Steel Association publishesd Sustainable steel - Indicators 2019 and the steel supply chain. The publication features the steel industry’s various sustainability initiatives including a newly launched supply chain project, sustainability performance indicators and the efforts of worldsteel’s member companies. worldsteel uses 8 indicators to measure key aspects of the industry’s economic, environmental and social sustainability. In safety, the lost time injury frequency rate continued to improve, reaching a record low of 0.84, while other indicators demonstrated a steady performance. A total of 85 steel companies representing 970 million tonnes (56%) of global crude steel production contributed data.

The publication highlights the efforts made by those companies who were shortlisted in this year’s Excellence in Sustainability Steelie Award, BlueScope Steel Limited, JSW Steel Limited and Tata Steel Limited, as well as this year’s winner, ArcelorMittal.

It also lists the 6 members who worldsteel recognised as Steel Sustainability Champions for their work in 2018, ArcelorMittal, JSW Steel Limited, Tata Steel Europe, Tata Steel Limited, Tenaris and Ternium.

Severstal Karelian Pellet Appreciated by Voestalpine

Severstal announced that it’ Karelian Pellet plant was highly praised by one of the largest consumers, Voestalpine AG for supply of fluxed iron ore pellets. In a letter sent to Severstal from the headquarters of Voestalpine AG in Linz in Austria, the company said that in accordance with the Quality Management System, it evaluated the supplier based on the results of the 2018/2019 financial year. Severstal, as a supplier, received the highest rating on a scale from A to D - A.

In a working correspondence, customer representatives specified that Severstal is one of the group’s most valuable suppliers. Compared with the previous assessment, this is due to the fact that the company improved the quality of the pellets and increased investments in this direction.

Hyundai Steel Launches VRS

Pulse reported that South Korea’s Hyundai Steel Co has been accepting early retirement application for the first time in its corporate history to save cost amidst protracted slump in global steel demand. An employee applying for redundancy will receive three years worth base salary, a bonus equivalent to 250 percent of the base salary, and one-off compensation of KWR 2.5 million won. Also, the company will give KWR 10 million as an educational assistance per one child. It is the first time for the company to introduce early retirement program since its inception in 1953, reflecting the deepening woes for the country’s steelmakers against slowed global economy and competition from Chinese rivals.

Hyundai Steel recorded 34.1 billion won in operating profit in the third quarter ended September this year, which plunged 85.3 percent from the previous quarter and 66.6 percent from a year-ago period. It incurred a net loss of 65.8 billion won in the third quarter.

ESSEN (AFN) - Het Duitse Thyssenkrupp wil de winstgevendheid bij zijn staaldivisie de komende jaren opvoeren. Dat doet het bedrijf door kosten te besparen via banenreducties en door meer te verkopen aan de auto-industrie. Dat meldde persbureau Reuters, dat interne documenten inzag.

Thyssenkrupp zag eerder dit jaar nog een fusie van de Europese staalactiviteiten met die van Tata Steel stuklopen door bezwaren van de Europese Commissie. Nu moet het onderdeel de grootste winstmotor gaan worden bij de onderneming uit Essen, aldus de documenten. Het zou de bedoeling zijn om de brutowinst bij staal in de komende jaren met wel 600 miljoen euro op te voeren.

Bij de staaltak gaan 1200 banen verloren, terwijl er meer werk gemaakt wordt van leveringen aan de autosector. Ook bekijkt Thyssenkrupp de opties voor de onderdelen Heavy Plate en Electrical Steel. Deze kunnen worden geherstructureerd of verkocht, aldus Reuters.

Het bedrijf is momenteel bezig met een verkoop of beursnotering van zijn liftendivisie.

'Arcelor grijpt in bij fabriek in Tarente'

ROME (AFN) - Staalconcern ArcelorMittal is van plan om flink in te grijpen in de Ilva-staalfabriek in het Italiaanse Tarente. Dat valt op te maken uit een voorlopig voorstel dat is voorgelegd aan ambtenaren en vakbondsmedewerkers. Persbureau Bloomberg heeft de plannen ingezien.

Arcelor wil onder meer de productiecapaciteit verminderen tot 6 miljoen ton per jaar in 2021. Verder zullen er tot 2023 in totaal 4700 banen worden geschrapt. De geplande investeringen worden iets verminderd. Naar verluidt hebben de vakbondsmedewerkers die aanwezig waren bij de presentatie de plannen al verworpen.

Het staalconcern kocht de Ilva-fabriek in Zuid-Italië, waar duizenden mensen werken, vorig jaar. De grootste staalfabriek van Europa is al decennialang verwikkeld in schandalen wegens vervuiling van de omgeving en gezondheidsklachten bij omwonenden.

(ABM FN-Dow Jones) ArcelorMittal overweegt om richting 2023 4.700 arbeidsplaatsen te schrappen bij zijn staalfabriek in het Italiaanse Taranto. Dit schreef persbureau Bloomberg donderdag, nadat het een conceptvoorstel had ingezien.

Het plan is verder om de productiecapaciteit te verlagen naar 6 miljoen ton in 2021. Hiervoor gold eerder een doelstelling van 8 miljoen ton.

Ook zullen de investeringen wat worden teruggebracht, terwijl geïnvesteerd wordt in milieuzaken.

Vorige maand liet de staalgigant nog doorschemeren van de sterk vervuilende Italiaanse fabriek af te willen. De Italiaanse regering reageerde verbolgen en beschuldigde ArcelorMittal vervolgens van contractbeuk, gelet op de afspraken die zijn gemaakt toen ArcelorMittal de fabriek vorig jaar overnam.

Thyssenkrupp Outlines Steel Unit Overhaul Plan

Reuters reported that Thyssenkrupp now plans to transform the business into its biggest profit engine. It sent a memo to staff saying that it aims to boost earnings before interest and tax at Steel Europe by an average of up to EUR 600 million over the coming years, helped by job cuts and selling more to the autos industry, which would make it the backbone of the conglomerate’s operations following an expected sale or listing of its elevator division. The letter said “Our plan is a clear forward strategy to strengthen Thyssenkrupp Steel’s long-term competitiveness and viability. We cannot simply carry on as before, unless we accept missing the boat to the future.”

The letter said “Steel Europe will cut up to 1,000 jobs in administration and an additional 200 staff would be affected in its operating business. Steel Europe’s Heavy Plate and Electrical Steel businesses would either be restructured, sold or wound down, the letter added, with decisions expected in the coming months.”

Thyssenkrupp also said it planned to increase steel shipments to an average 11.5 million tonnes a year as compared to 11 million tonnes in 2018.

Worker Unions Reject New Ilva Plan of ArcelorMittal Italia

ANSA reported that worker unions haverejected a new plan by ArcelorMittal for the former ILVA steel group envisaging 4,700 lay-offs by 2023, including 2,891 immediately. Italy’s Industry Minister Mr Stefano Patuanelli said that “He is disappointed with the steps backward taken by ArcelorMittal. The government would now advance its own plan to get to an output of eight million tonnes and safeguard jobs.”

ArcelorMittal has been trying to get out of the former ILVA group including its polluting Taranto works, the largest steel plant in Europe.

Tangshan Steel Mills Operational after Mild Earthquake

According to the China Seismological Network, a magnitude 4.5 earthquake occurred at 08:02 on December 5 in Fengnan District in Tangshan City in Hebei Province, with a focal depth of 10 km. Steel mills in Tangshan, China's top steelmaking city, have maintained normal operation with limited impact from the earthquake.

Tangshan area steel mill also said that the intensity of the earthquake is general, the shock was not so strong, and at present did not affect the normal production of enterprises today, transportation is also normal, but do not rule out the occurrence of aftershocks.

SAIL Records 36% Jump in November Sales

Steel Authority of India Limited has recorded more than 36% jump in sales during the month of November 2019 on year on year basis. The company’s sales during November 2019 stood at 1.409 million tonnes. SAIL chairmen Mr Anil Kumar Chaudhary said “SAIL has recorded a handsome jump in sales for November’19 and with the promising future outlook, the Company expects a positive consumption sentiment. While focusing on ramping up its production particularly from its modernized units, the Company is also taking several customer-centric measures including providing customized products.”

As per company “SAIL’s recently launched cost control drive, doing more with less, is expected to bring down the cost of production which is a key factor in achieving higher profitability.”

UK Business Secretary Optimistic over Jingye Deal for British Steel

UK’s Business Secretary Ms Andrea Leadsom remains very optimistic as efforts to complete a rescue deal for British Steel continue. Ms Leadsom said "I was so delighted when Jingye signed the sale and purchase agreement with the Official Receiver. Obviously British Steel is a vital part of the Scunthorpe area's working life. Generations have worked at the steel plant there and it currently employs 4,000 people directly and up to 20,000 in the supply chain, so I am really keen to see this deal go through. We are working closely with Jingye to make sure we can get it completed, and I remain very optimistic."

Chinese Jingye Group has agreed to buy the Scunthorpe-based steel giant, with a GBP 1.2 billion investment package understood to be a key feature. Under the rescue deal, Jingye would acquire certain assets of British Steel from the Official Receiver, subject to regulatory approvals and certain employee consultation procedures.

Outokumpu India to Focus on High End Stainless Steel Applications in India

Finnish Stainless Steel major Outokumpu announced that it will mainly focus on growing high end segment in India. Outokumpu India MD Mr Rajeev Sherry said “In India, the company will mainly focus on high end application segment including growing energy sector which include nuclear, renewable and fossil energy. Other key offerings include applications for oil & gas, railways, chemical processing industries, coastal bridges and desalination plants where human safety and process efficiency elements play a key role.”

He said “Stainless steel is the fastest growing segment of the metals industry with a variety of applications. New applications are being continuously developed to meet more stringent requirements. In India, demand for stainless steel is on constant increase due to awareness about the product and availability of right grades and sizes. The demand for the corrosion free metal is growing in high end industries including oil & gas, energy and shipping-related industries, railways, ports, infrastructure and automotive where corrosion is a serious issue.”

He added “Apart from providing speciality steel to high end industries, Outokumpu continues to offer competitive cost advantages to other segments such as Architecture, Building and Construction, food processing, capital goods, Railways and pulp & paper industry.”

SSAB Initiates Study in Finland for Fossil Free Steel

In line with the HYBRIT project, SSAB is taking the next step for a completely fossil-free steel value chain. In partnership with Gasum, Neste and St1, SSAB is initiating an Energy4HYBRIT prefeasibility study supported by Business Finland to investigate the use of fossil-free energy sources, primarily biomaterial side-streams, to replace fossil fuels in certain steelmaking processes, for example rolling processes. The Raahe mill will act as SSAB’s pilot. SSAB Raahe will act as SSAB’s pilot works. The University of Oulu and VTT will study and model all the energy flows at the works. The energy companies involved in the prefeasibility study are looking into the use and availability of alternative energy sources.. The study will be finished before June 2020.

The HYBRIT initiative, owned by SSAB, LKAB and Vattenfall, aims to replace the coke used in iron ore-based steelmaking with hydrogen. Ironmaking accounts for around 90% of SSAB’s carbon dioxide emissions. The new process would emit water instead of carbon dioxide. Laboratory tests and a prefeasibility study have shown that the process works and the pilot plant being built in Luleå, Sweden will be completed in 2020. The aim of the initiative is an ambitious one and will potentially reduce Sweden’s carbon dioxide emissions by 10% and Finland’s by 7%.

Chinese Steel Mills Expanding Wings Overseas

According to an analysis by S&P Global Platts, cash rich Chinese steel mills are expanding their footprints overseas to capitalize domestic steel demand in these countries and regions. The analysis puts this number at 57 million tonnes of crude steel capacity, with 14.2 million tonnes under operation and 42.7 million tonnes in pipeline. SEA accounts for almost 80% share.

ArcelorMittal Poland Complete Modernization of Rolling Mill at Sosnowiec

The second stage of strategic modernization of the rolling mill in Sosnowiec has been completed. The first circles of this semi-finished product, from which are created fencing nets, cords for tires, welding wires or screws on the modernized line were produced at the beginning of November. The industrial tests of finished products are now underway. The investment that improved the quality of the products offered and the plant's efficiency cost PLN 120 million.

The first stage of investment in the former steel mill Cedler in Sosnowiec began in October 2018. At that time, all equipment was replaced or rebuilt: laying heads, water boxes, motors and rolling mill drives. A new control system has also been implemented. In the autumn of this year, the modernization of the intermediate pipeline system, i.e. rolling stands with drives and wiring, began. Listed among others twelve rolling stands, six for each rolling thread, which replaced six previously operating in the intermediate string.

Tata Steel stoot veel meer sinter-stof uit dan toegestaan

De sinterfabriek van Tata Steel IJmuiden stoot meer stof uit dan mag van de vergunning. Uit onderzoek is gebleken dat de uitstoot van het stof, dat zware metalen bevat, door de zogenoemde sinterkoelers 1,5 tot 2 keer groter is dan vergund. Dat stelt de provincie Noord-Holland donderdag. Tata Steel gaat een extra filter installeren waardoor die uitstoot minder wordt.

De provincie gaat onderzoeken hoe dit heeft kunnen gebeuren en hoe dit zolang onopgemerkt is gebleven. Ook gaat de toezichthouder, de Omgevingsdienst Noordzeekanaalgebied, meer vergunningen van Tata Steel vergelijken met de werkelijke situatie.

Sinter is bewerkt ijzererts, dat onder hoge temperatuur wordt gemaakt en daarna wordt gekoeld met koude lucht. Die, inmiddels verwarmde, lucht wordt voor een deel opgevangen en opnieuw gebruikt, de rest gaat naar de buitenlucht. In die luchtstroom zit stof en zware metalen zoals lood. In de huidige vergunning voor de drie sinterkoelers is opgenomen dat de uitstoot, per sinterkoeler, maximaal een kilogram per uur mag zijn.

Extra filter
Tata Steel Nederland heeft zelf de Omgevingsdienst geïnformeerd, nadat begin dit jaar uit eigen onderzoek het vermoeden was ontstaan dat meer stof wordt uitgestoten dan is vergund.

Daarbij is uit vervolgonderzoek gebleken, zo stelt de staalmaker, dat de stofemissie kan worden teruggebracht door een extra filter te installeren. De vergunningsaanvraag daarvoor is ingediend, maar het duurt waarschijnlijk minimaal vijftien maanden voordat de nieuwe installatie operationeel is, vanwege de levertijd van het filter.

Luchtkwaliteit IJmond
De gedeputeerde Leefbaarheid & Gezondheid van de provincie Noord-Holland, Adnan Tekin, zegt de hogere uitstoot te betreuren. 'Veel inwoners van de IJmond maken zich grote zorgen over het effect van stof op hun gezondheid. Het minste dat ze van ons mogen verwachten is dat we goed in kaart hebben waar het om gaat.'

In de regio wordt de luchtkwaliteit en neerslag van stof regelmatig gemeten. De extra uitstoot van sinter-stof heeft geen effect gehad op de resultaten van die metingen, stelt de provincie. Ook Tata Steel zegt dat de effecten op de omgeving buiten het bedrijfsterrein 'gering' zijn. De uitstoot bestaat voornamelijk uit grof stof waarvan het 'grootste gedeelte in de directe omgeving van de sinterfabriek neerslaat'. De concentraties blijven ruim binnen de geldende grenswaarden, schrijft de staalmaker op de website.

Er is veel onrust over de uitstoot van Tata Steel IJmuiden in de omgeving. Zes maanden geleden publiceerde het Rijksinstituut voor Volksgezondheid en Milieu (RIVM) nog een kritisch rapport over de grafietregens waarbij glinsterende stofdeeltjes achterbleven op huizen, tuinen en auto's in Wijk aan Zee. Tata Steel presenteerde daarop de 'roadmap 2030', een plan met 25 maatregelen om overlast te beperken.

Italian Government Rejects ArcelorMittal Revised Plan for Ilva

ANSA reported that Italian Premier Mr Giuseppe Conte said “ArcelorMittal's plans to cut 4,700 jobs in the ex-ILVA steel group is absolutely not OK and is very similar to an initial plan to axe 5,000 jobs. Therefore the government rejects the plan.We reject it and we will work on the objectives we have set with Mr Mittal in which Mr Mittal has personally pledged to me to reach and we will succeed.”

Industry Minister Stefano Patuanelli said the government would now advance its own plan to get to an output of eight million tonnes and safeguard jobs. He said that “He is disappointed with the steps backward taken by ArcelorMittal. The Italian State is willing to invest in the group.”

Unions also rejected a new plan by ArcelorMittal for the former ILVA steel group envisaging 4,700 lay offs by 2023, including 2,891 immediately, and called a strike on December 10.

Under the previous plan agreed with the Italian government in 2018, ArcelorMittal had said that it would increase Ilva's output to 6 million tonnes per year of crude steel from 4.5 million tonnes per year currently and then systematically lift output to 8.5 million tonnes per year by 2023 with around 11,000 workers. ArcelorMittal Italia wants to produce around 4.5 million tonne per year of crude steel next year with three blast furnaces BF1, BF2 and BF4 that are operational now. It plans to raise production to 6 million tonne per year of crude steel from 2021 to 2024, initially using the same three blast furnaces. BF2 will stop production in 2023 to be replaced by a new electric arc furnace that will use a hybrid solution with scrap, pig iron and direct reduced iron. The new EAF investment would be around EUR 230 million and will have lower carbon emissions. The new plan depends on the pending decision for BF2 in which the court in Taranto will rule by December 13 on whether to keep it operational. Under the new plan, the company will not revamping BF5, the largest of the former Ilva plant, with a capacity of around 4.5 million tonnes of crude steel a year. The revamping of linked batteries 10 and 11 will also not go ahead, saving the company EUR 250 million. The company will also save an additional EUR 180 million through reducing the size of the iron ore park and avoiding work on BF2.
