Ivan Harrison Hunter, a 26-year-old from Boerne, Texas, is charged with one count of interstate travel to incite a riot for his alleged role in ramping up violence during the protests in Minneapolis on May 27 and 28.

The Politicization of the State Department Is Almost Complete

Secretary of State Mike Pompeo and his predecessor, Rex Tillerson, have weaponized the institution for the Trump administration’s domestic political objectives.

written by P. Michael McKinley
Former senior adviser to Secretary of State Mike Pompeo

I worked at the State Department for nearly four decades, in the later years as a four-time ambassador overseas and as a senior adviser to Secretary of State Mike Pompeo. I have watched as Pompeo and his predecessor, Rex Tillerson, have weaponized the institution for the Trump administration’s domestic political objectives.

On October 9, just weeks away from the presidential election, Pompeo announced that he would authorize, apparently at President Donald Trump’s urging, the release of more of Hillary Clinton’s emails. In doing so, Pompeo will have all but completed the politicization of the State Department, arguably bringing it to its lowest point since the 1950s. The damage may be generational.

This transformation started with Tillerson, who came in with the goal of “redesigning” the State Department and with what appears to have been a political agenda to weed out anyone who had served in leadership positions during prior presidential administrations.

Tillerson used the State Department’s policy-planning staff, which offers the secretary strategic advice, to institute a top-down approach to policy, in effect muzzling the bureaus usually tasked with developing ideas independently. He marginalized senior career professionals, often excluding the officers from meetings of department leaders. And as an inspector general report has since shown, Tillerson’s Bureau of International Organization Affairs harassed “career employees premised on claims that they were ‘disloyal.’”

As a result, more than 100 out of some 900 senior Foreign Service officers—including the most visible high-ranking Hispanic, African American, South Asian, and female career officers—were fired, pushed out, or chose to leave the State Department during the first year of the Trump administration.

During his short tenure, Tillerson also reduced or froze the hiring of new civil and Foreign Service personnel. He eliminated or put on hold crucial jobs typically filled by the family members of embassy employees. The State Department also suffered through a record number of vacancies in senior leadership appointments, and dozens of embassies were left without ambassadors—career or political.

I was an ambassador in Brazil under Tillerson. Many of my colleagues, including entry-level officers and those aspiring to become ambassadors, began to openly question whether they would continue to advance.

While Tillerson was slashing the State Department into irrelevance, other actors in Washington in the National Security Council and the White House moved onto the foreign-policy stage.

Russian President Vladimir Putin said that he is open to the concept of developing a military alliance between Russia and China, akin to the western military alliance like NATO.

Vladimir Putin Says Ready For Military Alliance Between Russia & China To Counter NATO?

Speaking during a videoconference with members of the Valdai Discussion Club, a Moscow-based think tank and discussion forum, Putin said that while such an alliance is not being currently considered, it cannot be ruled out.

He recalled that Russia and China hold joint military exercises on a regular basis and had achieved great success in military cooperation — not only in terms of sales and purchases of weapons but also in the sharing of technologies, including in sensitive areas.

“We have always assumed that our relations have reached such a level of interaction and trust that we generally do not need it, but in theory, it is quite possible to imagine this [military alliance].

This is a disturbing development.

Last Friday, Facebook sent a cease-and-desist letter to two NYU researchers (@LauraEdelson2 and Damon McCoy), demanding that they shut down their research into political ads and disinformation on FB’s platform.

FaceBook researchers

Alex Abdo, Litigation Director, @knightcolumbia :

1
The researchers (w/ the help of others) are responsible for a browser plug-in called Ad Observer, which allows FB users to voluntarily share very limited and anonymous data about the political ads that FB shows them. You can read about Ad Observer here:
adobservatory.org

2
You may already know that Facebook itself publishes data about political ads on its platform. but Facebook’s archive is missing a crucial piece of data:

FB has consistently refused to publish anything about how the ads are *targeted*.

3
This data is key, researchers say, to studying the ways in which Facebook’s targeting of political ads may discriminate on the basis of race or other protected characteristics, or may contribute to the polarization of political debate online.

techcrunch.com/2020/10/16/we-need-uni...

4
The NYU (New York University) researchers have tried to fill that gap, offering the Ad Observer plug-in to users who want to voluntarily donate the ads they see — along with the limited targeting data FB displays to users.

5
Using the data donated to them, the researchers have conducted essential research and enabled investigations by other researchers who also rely on the data.

6
For example, Ad Observer data was recently relied upon in an investigation into misleading ads on Facebook touting “Trumpcare,” which doesn’t exist.

www.propublica.org/article/trumpcare-...

7
Here’s where things get troubling: Facebook is now trying to shut down the Ad Observer plug-in, saying that it violates Facebook’s terms of service by automating the collection of data that Facebook shows to its users.

pbs.twimg.com/media/ElC42kMWkAcLXf-?f...

8
According to Facebook, Ad Observer compromises the privacy of Facebook’s users, but this is a pretty ridiculous claim. The plug-in’s users voluntarily sign up to donate data about the ads they see, and the plug-in does not share any personally identifying information.

9
As Laura Edelson (one of the NYU researchers) likes to say, Ad Observer enables “citizen science,” by enlisting the support of the public in studying the pathologies of political discourse. It enables user choice.

10
Facebook should embrace this model of independent research on the platform. In fact, at one point it did — specifically praising the work of Laura and Damon during an earlier iteration of their investigations into FB ads.

pbs.twimg.com/media/ElC5QULWkAA6pNX?f...

www.nytimes.com/2018/07/17/technology...

11
Unfortunately, Facebook has chosen instead to threaten researchers who are trying to study political disinformation, just days before a presidential election awash in lies and distortions.

12
And even more unfortunately, this isn’t the first time Facebook has tried to shut down independent research into the platform

twitter.com/AlexanderAbdo/status/1090...

13
Facebook very obviously wants to control the narrative. It claims to support research into how its platform is affecting society, but its efforts have been glacial and inadequate.

pbs.twimg.com/media/ElC78DtXEAA3HwL?f...

14
If Facebook were truly committed to research into its platform, it would create a safe harbor within its terms of service for research that is manifestly in the public interest and that protects user privacy. We proposed just that two years ago.

knightcolumbia.org/content/knight-ins...

15
Facebook declined.

16
Full disclosure: We (@knightcolumbia) now represent Damon and Laura in their response to Facebook’s cease-and-desist letter. Here’s our statement on the matter.

Chris Kleponis – Pool/Getty Images

The FBI is about to expose Rudy Giuliani’s scam... Tick tock.

Trump casts ballot in Florida ahead of massive campaign weekend

Ursula Perano

President Trump cast his ballot in Florida on Saturday ahead of a jam-packed weekend of campaigning just 10 days ahead of the general election.

The big picture: Trump registered as a Florida voter in 2018, citing his Mar-a-Lago residence. His in-person vote comes amid a massive uptick in mail-in voting due to the coronavirus pandemic, but Trump argues mail-in voting is typically unsafe and ripe for fraud.
Trump made two campaign stops in Florida — a vital swing state — on Friday and is heading to North Carolina, Ohio and Wisconsin to deliver remarks throughout Saturday.

The other side: Former Vice President Joe Biden is homing in on Pennsylvania. Both he and former second lady Jill Biden are hosting a drive-in rally in the state on Saturday.

Pennsylvania Supreme Court rules mail-in ballots can't be rejected for mismatched signatures

Photo: Mark Makela/Getty Images

The Pennsylvania Supreme Court ruled unanimously on Friday that election officials cannot reject a mailed-in ballot because a voter’s signature may not resemble the one on their registration form.

Why it matters: The decision comes as a win for voting rights advocates and Democrats who say the signature disqualification rule can disenfranchise voters. In 2016, it was the top reason that ballots were rejected, with 28% of disqualified ballots flagged for non-matching signatures, according to the Election Assistance Commission.
