URANIUM miner Paladin Energy will make an off-market share-based takeover offer for NGM Resources.

The offer values the smaller miner at $27 million, a 54 per cent premium to its five-day volume weighted average price, Paladin said in a statement.

Paladin has been gradually building its stake in the uranium and nickel explorer, which has projects in Queensland, Niger, and Madagascar, since it purchased a 14 per cent stake in the company last March for $500,000, used to fund exploration work in Niger.

The takeover, recommended by NGM's directors, will see Paladin exchange one of its own shares for 23.9 NGM shares. Paladin currently has 22.5 per cent of NGM's stock.

Extract Resources upgrades uranium project

EXTRACT Resources continues to strengthen its corporate appeal, with a significant resource upgrade at its Rossing South project.

The upgrade will make it one of the top five uranium deposits in the world.

The emerging uranium miner says the size and grade of the new resource confirms Rossing South as one of the most significant uranium discoveries made in the past decade.

Managing director Jonathan Leslie said the increase in the resource from the original discovery in February 2008 showed the project had "an amazing trajectory".

"The main purpose is to prove up the resource so we can get into mining, but it's also important to make people aware that the whole prospectivity of that area is huge and is now a world-class-ranked deposit in terms of size," he told The Australian.

"The project has been steadily moving up the ranking list and we expect it to go on."

URANIUM prices continue to surge on the back of a looming new wave of investment by China in nuclear power.

Spot uranium is now sitting at $US61 a pound, a dramatic improvement since June when it only just found support level at a whisker over $US40/lb.

So the news today that some Labor federal politicians now want the party to have a serious debate on the subject of nuclear power in Australia - which, unlike wind or solar power, provides base load, reliable electricity at an economic cost - comes just as it is starting to dawn on investors that uranium demand is about to take a big leap.

The latest report from the commodities team at Canada’s Scotiabank notes that China’s 12th five-year plan will call for the doubling of nuclear energy’s role in the country. The report says it is clear that a renaissance in nuclear energy is genuinely under way. China’s National Development and Reform Commission’s Energy Research Institute estimates that the number of nuclear reactors will grow from today’s 13 to the equivalent of more than 80 by 2020. The details of the new five-year (2011-2015) will be released in the first months of next year.

Also boosting spot uranium prices was news of large, long-term supply agreements: one, France’s Areva will supply 52 million pounds at $US67/lb to China Guangdong Nuclear Power Corp; two, Canada’s Cameco will sell that Chinese company 25m pounds (along with 23m pounds to China National Nuclear Association; and, three, the state-owned nuclear power company in Kazakhstan will also supply China Guangdong with 63m pounds by 2020. As Scotiabank notes, these contracts will tie up considerable quantities of uranium.

World production totals 140m pounds a year.

In late January 2010, STM completed an oversubscribed $8.4 million private placement.
• In mid-March, it announced the start of a bankable feasibility study on its Roca Honda deposit in
the Grants Minerals Belt with joint venture partner and Fortune 500 company Sumitomo of Japan.
• Today Strathmore announced the completed sale of its Pine Tree-Reno Creek ISR project in the Powder River Basin of Wyoming to Bayswater Uranium for US$17.5 million in cash, 4.2 millionshares currently worth US $2.5 million, and a 5% gross proceeds royalty buyable for US $10 million. Note that STM now owns 19.9% of Bayswater Uranium (BYU.V) shares and will participate handsomely in BYU’s upside as the project is permitted and developed.

Strathmore’s has two flagship projects: Roca Honda, New Mexico and Gas Hills, Wyoming.
Sprott Asset Management is the largest shareholder at 15.1 % and PALA Investments, a private Swiss equity group, holds 8.3%. Strathmore insiders control 4%. There are over 63 million shares in the public float.

The Must-Have Commodity for 2011: Uranium
Source: Motley Fool, Mike Pienciak 01/13/2011

Uranium, like any other commodity, is subject to violent price swings, so you can make a mint or get your face ripped off. Even though uranium prices have risen substantially since last summer, I believe opportunity yet exists for the savvy investor.

Hardly rare, uranium is more abundant than gold or silver—but that doesn't mean it's readily available either. For one, more than half of world production comes from 10 mines in six countries, which means that political hitches and mining delays can, and do, produce supply shocks. Also, starting a new mine, or even expanding an existing one, is no quick feat.

Then there's the favorable demand picture, summed up below:

* Against a worldwide total of 441 nuclear reactors currently in operation, 63 new reactors are under construction, with another 156 on order or planned.

* Existing mines currently furnish only about 75% of consumed uranium, with the balance supplied by secondary sources such as decommissioned warheads. Such sources are finite in nature, and a major Russian supply program is slated to expire in 2013.

* No surprise, China is a heavy at the uranium table. The country plans to increase its existing nuclear capacity roughly ninefold by 2020, a target that a government official recently indicated may be conservative.

* Finally, global electricity consumption is projected to nearly double by 2030, yet nuclear power plants supplied only 14% of 2009's worldwide electricity production. Translation: there's ample room for nuclear energy production to grow.

So far, there's no ETF or ETN linked to uranium futures. Even if there was, I'm not sure I'd recommend it. . .uranium producers are the most direct play on rising demand."

India, Japan to finalise nuclear deal soon: Denison Mines Corp. U308 up up.

India [ Images ] and Japan [ Images ] are close to finalising a civil nuclear cooperation agreement, former Japanese prime minister Yukio Hatoyama [ Images ] said in New Delhi [ Images ] on Monday.
"India and Japan have come to a stage of concluding the nuclear cooperation agreement," said Hatoyama, a key leader of the ruling Democratic Party of Japan.

He hoped India would uphold its unilateral moratorium on nuclear tests and underscored the sensitivity Japanese people attach to it, given that it was the only nation to suffer a nuclear attack.

The India-Japan civil nuclear agreement is key to the success of India's ambitious plans to scale up atomic power generation. Some American firms keen to set up nuclear plants in India are owned by Japanese companies and governed by Japanese laws.

The former Japanese premier also met Prime Minister Manmohan Singh [ Images ] and Commerce Minister Anand Sharma.

The negotiations for the nuclear agreement were launched on June 28 when officials from Japan and India met for the first round in Tokyo.

The agreement will enable Japanese companies like Mitsubishi, Hitachi and Toshiba, with advance civil nuclear energy technologies, to set up projects in India where the nuclear energy market is pegged at an estimated $150 billion.

Major atomic power companies of the US and France [ Images ], both of which already have a bilateral nuclear cooperation treaty with India, have urged Tokyo to sign the nuclear pact with New Delhi so that they can use Japanese technology for building reactors in the country.

Countries with which India has already signed a civil nuclear deal include the US, France, Russia [ Images ], Mongolia, Kazakhstan, Argentina and Namibia.

Hatoyama, along with five Japanese delegates, also held a brief meeting with top officials of the Delhi-Mumbai Industrial Corridor Development Corporation.

He announced the launch of the India-Japan Global Partnership Summit which is scheduled to be held in Tokyo in September this year.

The summit is aimed at enhancing socio-economic, cultural and spiritual bonding between the two nations.

"The summit will bring the best of the best from both the countries, not only from the field of industry but also from art, culture and education," said Sam Pitroda [ Images ], co-chair of the summit.

SPOT uranium prices have climbed from around $US40 a pound in mid-2010 to $US68/lb this week.

BGF Equities is expecting the mineral to move in a band between $US60 and $US80 in 2011 - this they say is the level needed to encourage the supply response for which the nuclear industry is looking.

“Below that level there will be a reluctance to make supply available as debt finance will be too difficult and equity funding will be scarce,” writes senior analyst Warwick Grigor

URANIUM miner Paladin Energy today downgraded its annual production guidance after disruptions at its Kayelekera mine in Malawi.

Paladin said that uranium oxide output for the year to June 30 is now expected to be between 6 million pounds and 6.3m lb, down from previous guidance of 7m lb, as a result of power-supply and maintenance disruptions.

Paladin shares shed 6.4 per cent to $5.11 at 0347 GMT, shortly after it made the announcement.

Second-quarter output from Paladin's two mines, Kayelekera and Namibia's Langer Heinrich, was 1.47m lbs, bringing fiscal first-half output to 2.83m lb, still below the half-way point of Paladin's downgraded annual guidance.

“Management is confident that this conservative revision will be met and installed capacity will be maintained going forward as operational efficiencies and plant availability are improving,” Paladin said.
