China turns to WTO to resolve EU steel fastener case
China has requested World Trade Organization consultations with the European Union regarding the anti-dumping duties the EU has imposed on Chinese imports of steel fasteners. It is the first time that China has used the WTO dispute settlement process to solve trading disputes with the EU.

Yao Jian, a spokesman with China’s Ministry of Commerce (Mofcom), said the EU had not acted in accordance with WTO rules, and said its decision lacked transparency and had harmed the interests of over 1,700 Chinese producers.

Russia’s Sberbank lends Evraz €12.7m
Russia's Sberbank bank says it has opened an 8.8bn rouble (€12.7m) credit line for the Russian arm of Evraz Group. The funds will be used for “general corporate purposes,” Evraz's spokesman in Moscow tells Steel Business Briefing. The parties declined to disclose more details.

Sberbank says the funds are provided for the Russian assets of Evraz Group: Nizhny Tagil iron and steelworks (NTMK), West-Siberian steelworks (ZSMK) and the Kachkanarsky iron ore mining and beneficiation plant. Sberbank says providing a loan for Evraz is a major step in supporting Russian strategic industries.

Some optimism returning to UK construction sector
The rate of contraction in the UK construction industry slowed in July, according to the latest figures from the Chartered Institute of Purchasing and Supply (CIPS)/Markit Purchasing Managers’ Index (PMI).

The PMI value for construction in July was 47, up from June’s figure of 44.5. While this increase was “modest, the sector reported contraction at a slower rate - the slowest in sixteen months,” CIPS/Markit say in a release sent to Steel Business Briefing. Values below 50 represent contraction, anything above represents growth.

62% iron ore reference price exceeds $100/t: The Steel Index
The latest daily iron ore reference prices released by The Steel Index last Friday (7 August) show that the price for 62% Fe has passed the $100/tonne cfr level.

The reference price for 62% Fe content Iron Ore fines finished the week at $104.10/dry metric tonne CFR Tianjin port, China. This was a $8.80/dmt, or 9.2%, increase from a week earlier, and is 28% above the level a month ago.

Russia’s Amurmetall restarts production
Russia's far eastern steel producer Amurmetall is producing again, after a three-month halt in production which resulted from a lack of working capital and subsequent shortage of scrap feed.

“No.1 electric arc furnace is operating, along with a continuous billet caster,” the mill's spokesperson tells Steel Business Briefing. August production volumes will consist chiefly of commercial square billet for export, with the addition of some sections, as dictated by current market conditions. 90,000 tonnes of crude steel will be produced this month, the company says.

WORLD (GLOBAL) - ALL PRODUCTS COMPOSITE CARBON STEEL PRICE FORECAST

As predicted, the MEPS- Global Carbon Steel price moved up by over 1 percent in July. Higher input costs forced local producers to implement advances in domestic selling figures, with varying success across the three regions and products researched. Strip mill categories recorded the largest gains. Inventory adjustment is almost complete, with some shortages developing. Consequently, many distributors increased their purchases with local mills. Delivery lead-times lengthened. Output restrictions were eased by some steelmakers. Sales to the automotive and bridge building sectors recovered slightly. However, end-user demand was lacklustre, particularly from the construction sector in most countries. Many customers are still working at reduced operating levels and taking extended summer holidays. Export opportunities from east to west remained low due to weak global consumption. Banks remained reluctant to lend to businesses, negatively affecting buying power.



Rising input costs are likely to force mills to push through additional increases in transaction values during the remainder of 2009. Distributors may buy ahead of further perceived price hikes as they attempt to refill depleted inventories. However, the summer slowdown in the west could restrict these advances initially. World steel consumption is forecast to remain subdued this year. Most customers in the EU and US will also keep their re-stocking efforts to a minimum in the run up to the financial year end. Consequently, the recovery in steel selling figures is expected to be restrained during the fourth quarter.



Many western consumers are likely to increase their purchasers of steel related products by early 2010. Moreover, credit restrictions should reduce, stimulating demand across the supply chain in all regions. Further advances are, therefore, forecast for the first half of 2010 as the world economy emerges from the recession. However, this upturn is predicted to be much slower than the ones recorded in recent times because many companies will still be feeling the after effects from the recession.



EU – ALL PRODUCTS COMPOSITE CARBON STEEL PRICE FORECAST



The MEPS - EU All Products Composite transaction value slipped marginally in July. Strip mill prices increased as de-stocking came to an end, despite poor end-user consumption. Sales to the automotive and bridge building sectors recovered slightly. Some distributors bought ahead of the summer shutdowns in a bid to expand their availability for September. This, coupled with continued output restrictions, helped producers to obtain modest price advances for most flat products. However, a fall in scrap costs during June resulted in a significant decrease for long categories. Producers offered discounts in a bid to secure orders because construction activity was subdued.



The MEPS – EU All Products Composite transaction price is forecast to increase after the summer period. Rising raw material costs and some re-stocking are likely to put upward pressure on steel values. However, downside risks remain. End-user consumption is likely to stay low during the second half of this year. Oversupply may also become a feature of the market, once again, if local mills ramp up production too quickly. Pressure from imports could return in the fourth quarter if domestic transaction values move up significantly. These factors are expected to limit the size of any rises in selling figures in the final quarter of 2009.



A revival in the steel market is predicted for 2010 with transaction values moving higher during the first half of the year. Purchase volumes should grow as the economic climate improves and credit restrictions ease. However, we do not envisage a return to previous market conditions in the medium term. The recovery is likely to be slow. Therefore, prices are projected to remain below those in the growth years of 2006, 2007 and 2008 over this forecast period.



NORTH AMERICA – ALL PRODUCTS COMPOSITE CARBON STEEL PRICE FORECAST



The MEPS – North American All Products Composite transaction price moved up by almost $US30 per tonne in July. This was a slightly larger increase than we had anticipated in our June forecast. Rising scrap costs put upward pressure on steel selling figures. There was little or no import competition. Inventory levels decreased and service centres began to refill gaps in their stocks. Consequently, distributors increased their purchases with local mills. Delivery lead-times lengthened. US steelmakers continued to lift production - with crude steel capacity utilisation rates moving above 50 percent for the first time since November last year. However, the market remains weak. End-user demand is lacklustre, particularly in the automotive and construction sectors. Many customers are still working at reduced operating levels and taking extended summer holidays.



A rise in scrap values during July resulted in most US mills announcing significant price advances for both flat and long products in August / September. A lack of import pressure could help them to secure a large proportion of these increases. However, the summer slowdown could make it difficult for local producers to pass on the full amount to customers. Sales volumes from domestic producers are likely to increase as distributors begin to refill depleted inventories. Nevertheless, the recovery may be short lived. There is potential for raw material values to soften over the coming months. Underlying consumption is expected to stay weak throughout the second half of 2009. Most customers will also keep re-stocking efforts to a minimum in the run up to the financial year end. Consequently, we foresee a modest dip in steel selling figures during the fourth quarter.



The economic situation should begin to improve early in 2010. Moreover, credit restrictions should reduce, stimulating steel demand across the supply chain. Consequently, the steel price revival is forecast to resume in the first half of next year. However, this upturn is predicted to be much slower than the ones recorded in recent times because many companies will still be feeling the after effects from the recession.



ASIA – ALL PRODUCTS COMPOSITE CARBON STEEL PRICE FORECAST



The MEPS – Asian All Products Composite transaction price expanded by approximately 1 percent in July. This was in line with our June forecast. However, movements across the nine categories researched were mixed this month. Higher input costs forced local producers to implement advances in selling figures, with varying success across the region. Increases were noted in four products and the other five recorded decreases. The manufacturing, automotive and home appliance sectors improved in Japan, mainly due to the government’s economic stimulus plans. Car sales and construction activity strengthened in China. State funded schemes supported the recovery of long product shipments in Taiwan. Inventory adjustment across the region is progressing, with some shortages developing, particularly for strip mill material. Export opportunities remained low due to weak global consumption.



Higher input costs are likely to force mills to push through additional steel price advances during the remainder of 2009. Customers will, almost certainly,

European rebar prices moving up slowly, plate weakens
The latest reference prices released by The Steel Index show that European rebar prices have risen since last week, but plate prices are slightly weaker. However, the US plate reference price is just higher.

The southern European rebar reference price has increased to €360/tonne ($517/tonne) since last week, and the average delivery lead-time is just shorter at 3.7 weeks. The northern European rebar reference price ex-works also rose, by €9/t, and the average delivery lead-time is more than a week longer than last week at 4.2 weeks.

Czech government rejects steelmaker's request for aid
The Czech government has turned down ArcelorMittal Ostrava’s request for state aid to subsidise the salaries of 500 of its workers who are currently on paid leave, a Czech government representative informs Steel Business Briefing.

The workers, who have been on leave for several months, are being paid 70% of their usual salary by the steel plant, which is thought to be spending CZK 28m (€1.07m) for this purpose.

ArcelorMittal H1 sales in Romania down by 68pct YoY

It is reported that ArcelorMittal' sales in Romanian market in the first half of 2009 decreased by 68.3% YoY to USD 258 million as compared to USD 813 million in the same period last year.

The reduction was sharper than the average sales decrease of 61.2% registered by ArcelorMittal in Europe and was caused by low demand from Romania’s machine building, shipbuilding and construction industries, which due to the crisis also registered a sizeable reduction of orders.

Due to decreased sales, ArcelorMittal's largest Romania based subsidiary ArcelorMittal Galati in the first 6 months of 2009 closed almost half of its production capacities and laid off about 3,000 workers under a voluntary leave program. In January to June 2009, the plant produced between 500,000 tonnes and 600,000 tonnes of steel as compared to 2 million tonnes produced in the first half of 2008.

Meanwhile, trade unionists have claimed that ArcelorMittal Galati has violated the plant's privatization contract, by closing its coke plant Uzina Cocso Chimica in May. The company has denied the allegations and is expected to negotiate with Romania’s Authority for State Assets Recovery for an addition to the privatization contract signed in 2001, which will guarantee the continuation of investment and the functioning of the plant, and will also include an investment package for coke production.

ArcelorMittal has also denied local media reports which say that its other Romania based subsidiary ArcelorMittal Hunedoara might be shut down by the end of the current year, and that the plant is gradually selling off its rolling mills for scrap. Meanwhile, according to the reports, trade unionists at the plant intend to sue AVAS and ArcelorMittal for violation of contractual obligations and for the destruction of the Hunedoara plant.

In Romania, ArcelorMittal owns the Hunedoara and Galati steelmaking units, ArcelorMittal Tubular Products Roman, ArcelorMittal Tubular Products Iasi, the Romportmet Galati harbor and the local branch of its construction company ArcelorMittal Construction.

Stemcor's European & stockholding operations suffer in H1
The weak European market and a stockholding business afflicted by lower volumes has pushed London-headquartered independent steel trader Stemcor to a first-half operating loss.

Overall invoiced tonnage for steel fell 32% to 3.2m tonnes, and the distribution and stockholding operation suffered from a 49% drop in volumes as well as stock and debtor write-downs. As a result, around 5% of the company’s 1,400 employees were made redundant, primarily in Europe.

The European Union is initiating an investigation concerning the possible circumvention of anti-dumping measures imposed on imports of carbon steel ropes and cables from China, Steel Business Briefing learns from an official document.

Russia uses under half of EU import quota for HRC so far
Russian companies have so far applied for licences to use 44.8% of the quota imposed by the European Union on imports of hot rolled coil from Russia. This equates to 475,700 tonnes - less than half of Russia’s total HRC quota for 2009 of 1.06m t.

The take-up by Russian companies of the EU quotas on imports of other steel products to date is lower still. They have applied for licences to use 37% or 225,886 t of the 2009 quota for ‘other flat rolled products’, 36.3% or 39,060 t for alloyed products, 22.2% or 25,023 t for alloyed cold rolled and coated sheets, 19.1% or 63,390 t for wire rod, 17.8% or 50,248 t for heavy plate, and 12.3% or 64,109 t for ‘other long products’.

European stainless surcharges jump on high Ni & Mo prices
European alloy surcharges on flat rolled stainless steel will increase by almost 40% in some cases in September compared to August levels, the first announcements by mills using the “short fuse” alloy monitoring period indicate.

Higher strip prices forecast to stick in N & S Europe
The European strip market has undergone a significant change in the last few weeks as coil prices have strengthened considerably on the back of low availability of material. The market is now asking whether these higher levels will be consolidated.

“The market is relatively nervous because the number of blast furnaces still idle is considerable,” an executive at a major steelmaker in Western Europe, who did not wish to be identified, told Steel Business Briefing. “At least 20% of blast furnaces are still idle and although demand remains low, it does exceed the availability of material on the market.”

Ferro-tungsten price rise may not last, says analyst
The recent rise in the price of ferro-tungsten to its highest level since February may not be sustainable, an industry analyst tells Steel Business Briefing.

The price of ferro-tungsten in Europe is currently $28-29.5/kilogram (€19.5-20.5/kg), up from $25.5/kg last month and getting closer to its pre-economic downturn price of $36/kg at this time last year, a UK-based trader says. Russia decides against AD duties on pre-painted imports
The Russian ministry of industry and trade has concluded that there are no grounds for imposing anti-dumping duties on imports of pre-painted steel from China, Taiwan, South Korea, Belgium, Finland and Kazakhstan. An investigation into these imports was opened in March 2008 at the request of Russian producers Severstal, Novolipetsk Steel and Magnitogorsk Iron & Steel.

The ministry did find evidence of dumping by the countries under investigation in 2007, but did not find evidence that this caused material damage to a sector of the Russian economy, Steel Business Briefing learns from a ministry document. The investigation focussed on cold rolled pre-painted and cold rolled and galvanised pre-painted sheet over 0.2mm thick and over 100mm wide.
