Commerce Ministry Recommends Continuation of CVD on Stainless Steel

In a recent development, India’s commerce ministry has put forth a recommendation to extend the countervailing duty on specific flat-rolled steel products imported from China for a duration of five years, as per media reports. The proposal follows an investigation conducted by the Directorate General of Trade Remedies, which highlighted the need to address the issue of undercutting domestic steel prices. The ministry's suggestion aims to safeguard the interests of the domestic steel industry by countering potential subsidization from Chinese producers.

Vivek Johri, chairman of the Central Board of Indirect Taxes and Customs, confirmed that the finance ministry is currently examining the recommendation and has not yet reached a final decision. This step is crucial in assessing the potential impact of the countervailing duty on steel imports from China. The commerce ministry's suggestion comes as a response to an application jointly filed by Jindal Stainless Ltd and Jindal Stainless (Hisar) Ltd, who sought the continuation of the duty.

The DGTR's investigation findings support the need for the countervailing duty extension, as they reveal that Chinese imports have been undercutting domestic steel prices. Furthermore, there is a significant possibility of continued subsidization by Chinese producers, considering their surplus capacities. The continuation of the CVD would act as a measure to mitigate these challenges and level the playing field for the domestic steel industry.

South Africa Extends Scrap Metal Export Ban

South Africa's trade, industry & competition minister, Ebrahim Patel, announced the extension of the temporary ban on the export of scrap and waste metal as part of the government's efforts to combat metal infrastructure theft. The trade policy directive issued on June 15 instructs the International Trade Administration Commission of SA (Itac) to reject and halt the processing of export permit applications for both ferrous and non-ferrous waste and scrap metal for a period of six months.

The ban aims to address the significant problem of metal theft, which has plagued South Africa's infrastructure and economy. By prohibiting the export of scrap and waste metal, the government aims to disrupt the illegal market and discourage the theft of valuable metals used in critical infrastructure.

Minister Patel's directive is a proactive step to curb metal theft and protect essential infrastructure such as rail lines, electricity substations, and telecommunications networks. The extension of the ban reflects the government's commitment to combating this issue and creating a more secure environment for economic growth and development.

KIOCL Limited Restarts Iron Ore Pellet Plant in Karnataka

KIOCL Limited, a state-run company in India, recently announced the resumption of operations at its iron ore pellet plant in Mangalore, located in the southern state of Karnataka. According to a regulatory filing, the plant, with a substantial capacity of 3.5 million metric tons per year, recommenced production on June 14. The temporary suspension of operations had left industry insiders speculating about the reasons behind this unexpected halt.

While the company did not disclose the exact motive behind the shutdown, insiders within the industry suggested that it was in response to the significant decline in ex-lndia pellet prices and the sluggish demand observed in the Chinese market. The confluence of these factors exerted pressure on KIOCL Limited, prompting them to temporarily halt production at the pellet plant.

The halt in production was a testament to the intricate dynamics of the iron ore industry. The decline in ex-lndia pellet prices, influenced by various global factors, and the subdued demand from the Chinese market necessitated a momentary pause in operations. KIOCL's decision to resume production demonstrates its resilience and determination to swiftly adapt to changing market conditions.

Indian Port Officials Investigate Ferrous Scrap Imports from UAE

Ferrous scrap trade between India and the UAE faces a major setback as Indian port officials launch investigations into the arrival of scrap cargoes from the UAE despite an existing export ban. The UAE implemented a temporary ban on ferrous scrap product exports in May 2020, and its extension until 19 June raises concerns about its further prolongation.

Despite the ban, the UAE remained India's primary source of ferrous scrap imports in 2022, with volumes totaling 1.27 million metrc tons. Indian customs data also reveal that the UAE held the second spot in January to March of the current year, with imports amounting to 360,000 metric tons.

The continuous flow of scrap containers from the UAE has raised security concerns among Indian port officials, leading them to withhold containers arriving from the UAE. Traders estimate that over 1,000 scrap containers are currently held in various Indian ports, including Nhava Sheva port, Mumbai, and Kandla and Mundra ports in Gujarat, as well as some in Inland Container Depots.

To address the situation, the Nhava Sheva port has implemented a standard operating procedure for the examination and verification of these containers under their risk management system. There is a particular emphasis on thorough inspection when goods originate from Pakistan, Yemen, or Iran, given suspicions of misdeclaration from UAE suppliers and potential smuggling activities.

The misdeclaration by UAE suppliers was prompted by the pre-existing $68 per metric ton duty on ferrous scrap exports imposed by the UAE government. By avoiding the use of the term "scrap" in export documents or employing different HS codes, suppliers attempted to evade the export duty.

However, the heightened scrutiny by Indian port officials is expected to discourage Indian importers from continuing to source scrap from the UAE. The prolonged delay in clearing the held containers, coupled with the ban, has led industry experts to believe that future shipments from

Hallo beste staalvrienden,
