Gerdau Suspends Operations over Coronavirus Lockdown

Gerdau SA is cautiously postponing all 2020 capital expenditure initiatives due to uncertainty surrounding the coronavirus pandemic. It has also suspended all operations in Peru and Argentina due to lockdowns declared in those countries

Gerdau also suspended melting and rolling operations at its special steel operations, which include electric arc furnace steel mills located in Jackson and Monroe in Michigan and Fort Smith in Arkansas.

Steel Ministry Urges States to Help Steel Plants in India amid Coronavirus Lockdown

India’s steel ministry has urged state governments to issue suitable instructions to allow un-restricted inter-state movement of trucks carrying raw materials and finished steel in order to maintain an efficient supply chain. Steel Secretary Mr Binoy Kumar wrote to state chief secretaries arguing against imposition of any restrictions on the operation of steel plants, entry-exit of workers engaged in these plants, movement of raw materials like iron ore, coal, limestone, dolomite, ferroalloys, scrap, sponge iron, and intermediate or finished products to and from such plants. Considering the fact that mining activities are integral to the operation of steel plants, it is also requested that no restrictions should be placed on the operation of mines of iron ore, coking coal, thermal coal, limestone, dolomite, manganese, chromite, etc as well as operation of sponge iron, ferro alloys, iron ore pellet plants etc which will supply raw materials for steel making.”

Steel plants referred to in the letter include both integrated steel plants as well as induction furnace or electric arc furnace-based steel units. Movement of the raw material and finished products, as requested by the secretary, should be allowed passage both through rail and road as well as through waterways or sea routes.

The steel secretary has banked on the Section 2(1) (a) (xii) of the Esma, 1981 which lists ‘any service in any establishment or undertaking detailing with the production, supply or distribution of coal, power, steel or fertilisers’ as an ‘essential service’.

Auto Plant Closures in India to Cost USD 300 Million - SIAM

PTI reported that as per quick estimates by SIAM, it is expected that plant closure of auto OEMs and components in India will lead to loss of more than INR 2,300 crore(USD 306 mllion) in turnover for each day of closure. Society of Indian Automobile Manufacturers President Mr Rajan Wadhera said “As per quick estimates by SIAM, it is expected that plant closure of auto OEMs and components will lead to loss of more than INR 2,300 crore in turnover for each day of closure.”

It translates to total loss of more than USD 6 billion during 21 days lockdown

All major automakers like Maruti Suzuki India, Hyundai, Honda, Mahindra, Toyota Kirloskar Motor, Tata Motors, Kia Motors and MG Motor India have announced temporary shutdown of plants. Two-wheeler makers like Hero MotoCorp, Honda Motorcycle and Scooter India, TVS Motor Company, Bajaj Auto, Yamaha and Suzuki Motorcycle have also suspended production. Besides, tyre makers and other major auto component makers too have shut down manufacturing activities due to the coronavirus outbreak.

Steel & Construction Sector Starts to Resume Operations in Hubei Province - Report

Global Times reported that the steel industry and major construction projects in Central China's Hubei Province have been resuming activity as the province has seen an easing epidemic situation. As the transport restrictions across China have been gradually lifted, Hubei Xinyegang Steel Co brought its first batch of 52 staff back to Hubei from Shanghai on March 18 by chartered buses. A total of 116 out of 270 staff for a Xinyegang blast furnace project have returned to their positions and another 50 are processing procedures to get the necessary permission

Meanwhile, large-scale projects are also resuming in Hubei. The Hubei phase of the 287.2-kilometer Zhengzhou-Wanzhou High-Speed Railway restarted on Monday, with 244 management personnel and 669 construction workers in position, according to reports. Also, a large construction project in Shiyan, Hubei by China 19th Metallurgical Co has also resumed construction. China 19th Metallurgical Co's four other projects in Hubei are all steadily preparing for the resumption.

Sims Metal Withdraws Previously Announced Earnings Guidance

Australia-headquartered Sims Metal Management Ltd. has released revised earnings guidance to investment community. The company noted that it has been forced to withdraw the guidance released by it almost a month back. It said “With reference to the mid-February guidance, it noted that the unprecedented spread of COVID-19 to more and more countries and the magnitude of its impact on economic activity make the company think that it is prudent to withdraw its earlier outlook. It must be noted that Sims Metal Management Ltd. had predicted underlying EBIT in the range between $23.1 million and $34.7 million for the initial half of the calendar year 2020.”

However, the company cited certain positive factors related to its global business operations. For instance, business activity in China has started to resume, which in turn will ensure gradual improvement in nonferrous metals demand. Ferrous scrap liquidity has started showing signs of improvement in several regions, especially the Middle East region, Turkey, Central and South America.

AK Steel Employee Tests Positive for COVID-19

The United Auto Workers Local 3044 has reported an employee at AK Steel Rockport Works has tested positive for COVID-19. It said "We were recently notified that a Rockport Works employee has been confirmed to have COVID-19. The employee is under the care of their health care provider and they are working with public health officials and the Centers for Disease Control and Prevention to receive the best care possible. While we cannot and would not disclose the name of this employee, we want to share some additional details about the employee’s potential exposure to our workforce and the steps we are taking in response to this situation.”

It said “The employee recently returned to work following a vacation and worked one day before coming down with symptoms. It has been three days since the employee was in the facility. Rockport Works will be conducting a thorough deep clean of areas where the employee may have come into contact. Until then we will relocate employees out of the affected areas. These steps are in addition to the normal cleaning and sanitation efforts already in place throughout the facility. We are going through a process to identify all employees who had significant, direct contact with this employee and will quarantine those employees for 14 days to avoid the potential of further exposure. We are in continued communication with public health officials and medical professionals who are guiding our response."

MMK Group Sees Decline in Domestic Steel Prices

Russian steel giant MMK said “At the current peak of the spread of the coronavirus and the decline in business activity, MMK Group is carrying out equipment repairs alongside a planned decrease in production volumes. At the moment, there is no critical impact on sales in the Company's main markets. However, the further development of the pandemic may negatively affect both global business activity and business activity within Russia. Prices for steel products on the domestic market over the next 2-3 months will strive towards export parity, normalizing the premium of the domestic market. It should be noted that the Company, if necessary, has the ability to re-allocate a portion of its metal products sales to export markets.”

MMK added “To date, MMK Group has not experienced any difficulties with the supply of basic raw materials, as well as supplies of equipment and spare parts. All raw materials are taken under special control and tracked in terms of both their consumption in production and inventory.”

PT Krakatau Skin-Pass Mill Reached Targets in 10 Days

A Final Acceptance Certificate was signed at PT Krakatau, Indonesia, for the electric and automation revamping of hot skin-pass mill. The line rolls low- and medium-carbon or high-strength, low-alloy hot-rolled strip, with a thickness range from 1.2 to 7.0 mm. The turnkey modernization by Danieli Automation included new AC drives and a new automation control system to ease and reduce maintenance requirements and enhance the line's performance. The new drives are more user-friendly and introduce power-recovery capability (regenerative DC Link) that improves mill performance and reduces power consumption.

Following on-time delivery, the mill's contractual top speed was reached just 10 days after the line restarted.

Plant Reline at Rogesa Dillingen No 4 Blast Furnace

Dillinger Huttenwerke and Paul Wurth completed recently the modernisation of the slag granulation plant at Dillinger’s No 4 blast furnace. Paul Wurth’s INBA granulation and dewatering technology has been operating there since its initial installation in 2003. It is a cold water system with steam condensation designed for a daily capacity of 1,600 tons of blast furnace slag sand and a maximum slag flow of up to 8 tons/min. After 16 years of operation, the plant was relined by Paul Wurth and Dillinger between March and September 2019. A special focus of this modernisation was on the cooling tower area as well as on the hot water tank, allocated below the INBA dewatering drum. For the customer, it was a crucial criterion to minimise the loss of BF slag sand to one monthly production only. Therefore, Paul Wurth came up with the idea to reline the complete cooling tower gradually during uninterrupted, regular production and to use the four granted stoppage weeks in August to modify the hot water tank with a new water recirculation concept, which inevitably demanded a complete shutdown of the granulation operations.

In a first step, the existing water distribution of the complete cooling tower underwent a provisional modification. This was done during a short stoppage of a few days and allowed, for later on, that each tower cell could be shut down individually, while the remaining cells compensated the water losses of the cell under renovation. These consecutive modifications were executed between March 2019 and August 2019. Paul Wurth was in charge of the engineering, supply and erection of the new water distribution system itself, installation of a new pipe collector and its connection to the existing piping as well as of noise reduction panels.

The four-week stoppage in August was used to completely substitute the lower part of the old hot water tank as well as the connected process water recirculation system by a new design. Further works during that time were to finish the reline of the cooling tower, as well as to modernise the water pump reservoir and replace its clogged coke filters downstream the said hot water tank. At the same time, the Dillinger executed in their own responsibility partial replacement of several staircase structures as well as refurbishment of the granulation tank and the hot slag runner. During these 4 weeks, in average 80 workers were present during 24/7 shifts.

Finally, in January this year, Paul Wurth and Dillinger successfully tested the contractual process guarantee parameters of cooling tower performance and plant availability.

Paul Wurth’s design represents a new, specific concept of the cooling tower as well as a new process water handling within the hot water tank. This remarkably reduces the amount of suspended solids entering the cooling tower with the process water. Furthermore and up from now, the cooling tower can be flexibly used, which means that Dillinger will be able to use each cooling tower cell independently. This includes the possibility to shut down or by-pass one cell, based on the current production and maintenance needs without reducing any granulation capacity.

Primetals Technologies Continuous Pickling Line Starts at Shougang Jingtang

In December 2019, a continuous pickling line supplied by Primetals Technologies started up at Chinese steel producer Shougang Jingtang United Iron & Steel Co Ltd. The pickling line is designed to process around 1.5 million metric tons of hot rolled strip per year. It is part of the second phase of a new production plant in Caofeidian, Hebei Province. It is designed to process ultra-high strength steel grades for high added value products to be used in automotive, bus, truck production, and for all heavy industrial applications. The CPL is designed to pickle hot rolled strip with thicknesses ranging from 0.8 to 7.0 millimeters, and widths from 750 to 1,630 millimeters, and handle coils weighing up to 33.6 metric tons. The strip speed upon entry is 650 meters per minute, the pickling itself runs at 320 meters per minute, and speeds of up to 400 meters per minute are reached in the exit section.

Primetals Technologies was responsible for engineering and manufacturing and supplied all core equipment for the line. A heavy scale breaker was installed upstream of the pickling station, which has five flat turbulent pickling tanks fitted with an acid recirculating system. Downstream there is a rinsing tank with five compartments, water recirculation system and strip drier. The strip then passes through a skin-pass mill and a tension leveler. The strip is then side-trimmed, before passing through an inspection station, to ensure it has the required surface quality. A flying shear is installed in the exit section. Primetals Technologies also supplied the electrical and automation equipment and provided supervision of erection and commissioning. Shougang Jingtang took care of the associated civil works and the erection of the line.

ThyssenKrupp schrapt banen en investeert miljarden in staaldivisie

Het Duitse industrieconcern ThyssenKrupp TKA€5,13+4,04% gaat tot 2026 drieduizend banen schrappen en €4,2 mrd investeren in zijn worstelende staaldivisie. De maatregelen zijn onderdeel van een akkoord dat het bedrijf heeft bereikt met industrievakbond IG Metall. Dat maakt het concern woensdag bekend.

De maatregelen moeten de staaldivisie van ThyssenKrupp weer concurrerend maken met rivalen zoals ArcelorMittal MT€8,40-1,63% en Voestalpine VAS€18,59+2,59%. Het bedrijf gold lange tijd als icoon van het Duitse industriële vernuft, maar beleeft turbulente jaren met onder meer een mislukte fusie met Tata Steel Europe, afnemende vraag en goedkope import uit China. Nu zal de staaldivisie een jaarlijkse investering van zo'n €570 mln krijgen en een extra bedrag van €800 mln in de komende zes jaar.

Coronacrisispakket
Ook onderdeel van de maatregelen is een coronacrisispakket, met onder meer werktijdverkorting voor werknemers die dan nog 80% van hun loon uitbetaald krijgen. Dit pakket zal in de komende weken ingaan. Maandag schrapte ThyssenKrupp de publicatie van zijn winstvooruitzichten voor 2019-2020 door de uitbraak van het virus.

Het bedrijf verkocht vorige maand voor €17,2 mrd zijn liftendivisie aan een consortium onder leiding van Advent, Cinven en een staatsfonds uit de Verenigde Arabische Emiraten, de Abu Dhabi Investment Authority.

JSW Steel Scales Down Operations amid Covid-19 Lockdown

JSW Steel nformed BSE that the company has taken the decision to scale down or suspend production to support the cause of containment of the pandemic COVID-19, notwithstanding the exception to manufacturing units with continuous operation and the units producing essential commodities.

Market sources have also indicated that a west coast based steel mill is operating at about 30% capacity.

thyssenkrupp and IG Metall agree to Implement Steel Strategy .

thyssenkrupp and IG Metall have agreed firstly on an immediate Corona crisis package to deal with the pandemic and secondly on the conclusion of a collective agreement. The company regulations necessary for implementation, the reconciliation of interests and the social plan were also agreed. The framework conditions for the implementation of the 20-30 steel strategy are thus in place. The agreement applies to all German steel locations of thyssenkrupp. The collective agreement will enter into force on April 01, 2020 and run for 6 years until March 31, 2026. The first step of the implementation is a reduction of up to 2,000 jobs in the next 3 years. Roughly another 1,000 jobs are to be cut by 2026. The plan is to strengthen the integrated production site in Duisburg by closing individual units at other locations. Of the total of approximately 3,000 jobs, around 1,000 will be cut in administration. 800 jobs are affected in the heavy plate segment. Here thyssenkrupp sees no development prospects within the Group. In addition, around 1,200 jobs will be cut beginning in 2022 through the optimization of the production network.

The job reductions have been firmly agreed and will be carried out in a socially responsible manner. The job security is valid until 31.03.2026. In addition, both sides have clearly acknowledged the high importance of vocational training in the steel sector.

The arrangements made give thyssenkrupp significantly more flexibility to transfer employees to other positions. In the course of changes to the production network, jobs can be transferred to other locations.

The steel strategy also provides for an additional investment framework totaling approx. EUR 800 million over 6 years, which adds to the annual investments of approx. EUR 570 million already included in the planning.

In addition to optimizing the production network, the product portfolio is to be systematically aligned to future markets and profitable steel grades. These include multiphase steels and lightweight steels as well as grades with high surface quality. In addition, the production of high-quality, non-grain-oriented electrical steels, which are becoming essential for electromobility, will be strengthened. The course taken to develop and offer climate-neutral steel products will be continued at full speed.

Law Makers urge Cleveland Cliffs AK Steel to Protect Worker Health during COVID-19 Crisis

After receiving several complaints from workers at the AK Steel plant in Dearborn, US Reps Debbie Dingell D-12th District and Rashida Tlaib D-13th District, State Rep Abdullah Hammoud D-Dearborn, State Sens Stephanie Chang D-Detroit and Sylvia Santana D-Detroit are calling on Cleveland Cliffs, the new owner of the plant, to take all necessary measures to protect the safety and health of the workers immediately. In a joint statement they said “The elected officials are aware of at least one worker at the plant who has tested positive for COVID-19. The officials have received numerous complaints from their residents. Allegations include: lack of adequate cleaning and disinfecting at the plant, ignoring social distancing guidelines by making workers sit near each other on vehicles at the site, informing potentially non-essential workers that they must continue working, and more.”

The elected officials are aware of at least one worker at the plant who has tested positive for COVID-19. The officials have received numerous complaints from their residents. Coronavirus update by BIR Ambassadors

At this unprecedented time as the world adopts severe and wide-ranging measures in a bid to arrest the spread of the Coronavirus COVID-19 pandemic, BIR Ambassadors have volunteered to provide our members with ad hoc updates from their respective countries and regions.

In the USA, the situation varies from state to state. The most populous of these, California, has shut down all non-essential industries but scrap recycling is considered to be essential as it is an important link in the supply chain. However, business is very slow; it is possible to buy and to sell but exporting is very tough, with no availability of containers.

In Europe, Italy is closing down smelters as part of its bid to control the pandemic by shutting all non-essential companies. Owing to a shortage of workers in France, most small to medium-sized businesses are closed. Large enterprises are partially open, with only 40% of yards in operation. While there is no more retail business, they are being supplied by those production plants still in operation. However, there is a question over how long this will continue.

Following an announcement on the evening of March 23, people in the UK have been told not to leave their homes other than for essential reasons such as food shopping. Scrap has been included in the category of critical industries and large merchants saw a flurry of activity last week, mainly as a result of their smaller counterparts wanting to turn stock into money. Some merchants have closed their doors.

Following two days of complete lockdown in Saudi Arabia, there has been a shift to stringent measures being applied to scrap yards between 7am and 6pm, with a curfew in place for the intervening hours. Factories and ports are still open.

In the United Arab Emirates, meanwhile, yards in Sharjah are still in operation but business is slow for both ferrous and non-ferrous metals. Local mills are making it tough in terms of both taking deliveries and on payments, while export activity is minimal as the buyers are not there. Even Korean and Malaysian buyers, who previously had always made payments on time, have now requested delays.

Yards are closed in Kuwait and in Lebanon, although the latter’s ports are still open. For the Middle East in general, policy changes are coming along every day, building up the uncertainty over April deliveries and supplies worldwide.

The word used to describe the situation in India is panic. Mumbai is in total lockdown and nobody can leave their homes in many parts of Gujarat; the government has announced a raft of closures, including stopping trains up to March 31 which is almost like a curfew. Pakistan, meanwhile, is in partial lockdown and yards are not working as normal.

There is no official lockdown in Singapore and, technically speaking, scrap yards are open for business. This is not the case in practice, however, because the majority of workers are either Chinese who haven’t returned since the Chinese New Year holidays or Malaysians who can’t return because of border closures. There is also massive logistical disruption to container shipments.

Malaysia is effectively in lockdown regarding import cargoes, with only essential goods permitted. With scrap metals not categorized as essential, their importation is not being allowed at present.

AISI Urges US Administration to Designate Steel as Essential Industry

The American Iron and Steel Institute has urged the Trump administration to identify the steel manufacturing sector and its workers as “essential” when drafting and enforcing shelter-in-place orders and other directives in response to the COVID-19 pandemic. In a letter to Vice President Pence, Thomas J. Gibson, president and CEO, said “As the Secretary of Commerce determined in 2018, steel is important to national security well beyond obvious defense applications to encompass critical infrastructure and transportation, electric power and energy generation systems, as well as water systems. Without access to a reliable source of steel production during this crisis, our national and economic security will be severely impacted. We appreciate the efforts of the administration to limit the spread and impact of the COVID-19 pandemic. As businesses across the nation have been ordered by many state and local governments to limit or cease operations in recent days, several states have specifically exempted industrial manufacturing as ‘essential.’ We urge the Trump administration to provide consistent nationwide guidance by formally recognizing critical manufacturing sectors that are essential to our country’s critical infrastructure and the response to COVID-19. I urge the administration to identify the steel manufacturing sector and its workers as essential when drafting and enforcing shelter-in-place orders and other directives.”

Gibson noted that AISI member companies are complying with federal, state, local and community directives during the pandemic and are taking all necessary precautions to protect the health of employees, customers, contractors and the community.

NLMK Suspends Veona Steel Plant in Italy due to Coronavirus

Russian steelmaker NLMK has suspended production at its plant in Italy for at least two weeks as a result of the spread of the coronavirus, while its other European plants are still operating. NLMK said “We are stopping temporarily the bulk of our Verona operations for at least two weeks.”

The plant, in Verona in northern Italy, which has been heavily affected by the virus, employs 260 people and has the capacity to produce 450,000 tonnes of steel per year.

Worthington Industries Announces Support of Stay At Home Orders

Worthington Industries Inc announced its support of the various Stay At Home executive orders issued in states where it operates, including Ohio, where Worthington is headquartered and 16 of its 57 facilities are located. Chairman & CEO John McConnell said “We are committed to the health and safety of our employees and minimizing the spread of COVID-19 by enforcing all recommended measures including working from home where possible, practicing good hygiene, social distancing, extensive cleaning, job rotations and minimizing the in-person workforce to essential personnel only. Under the various federal and state guidelines, most of our operations fall under the ‘essential business’ classification. We manufacture or contribute to supply chains for products utilized in medical applications, food storage and distribution, transportation, military, defense, first responder capabilities, clean water, cooking and heating and the production of oil and gas in the US.”

McConnell continued, “While our top priority will always be the safety of our people, we are also focused on serving our customers and our country by continuing to make these critical products.”

EVRAZ Announces Additional Measures against COVID-19

EVRAZ announced that is taking additional measures to protect its employees and ensure uninterrupted operations due to the COVID-19 pandemic. It said “Employees’ foreign business trips are suspended. All employees returning from foreign travel (vacation and business trips) are undergoing mandatory self-isolation at home for two weeks without loss of pay. The access of foreign specialists and contractors to EVRAZ facilities is being limited. The same measures being taken to prevent the spread of the virus, including self-isolation, apply to employees of EVRAZ as well as contractors. Thermal imaging systems and heat sensors are being installed at all access points to check the temperature of employees and site visitors. Employees working in jobs that cannot be performed remotely and whose presence is required on site are being issued additional personal protective equipment, including glasses, respirators and protective gloves. Common areas are being supplied with antiseptics and disinfectants. In addition, breath testing for alcohol is being suspended until the end of March. Vehicles and premises are being regularly disinfected.”

Particular attention is being devoted to ensuring uninterrupted production, including logistics, supplies and operating procedures.

To reduce the number of crowded spaces, the Group has adjusted the working hours of office staff, most of whom are now working remotely. To this end, new laptops have been purchased and additional equipment and software have been installed to allow efficient and safe remote work in light of the growing pandemic. All meetings are being held remotely using effective conference and video call systems. All major business, sporting and corporate entertainment events have been postponed or cancelled. Canteen work schedules have been adjusted, and the number and type of shift meetings are being optimised.

Employees and contractors are receiving instruction regarding the necessary changes to personal behaviour and other precautions that should be taken to counter the pandemic.
