Emerging lithium producer Sayona Mining Limited (ASX:SYA; OTCQB:SYAXF) has further advanced the restart of lithium production at its flagship North American Lithium (NAL) operation in Québec, Canada, with the operation tracking on time and on budget for its March 2023 restart.

Progress towards the concentrator restart and construction progress had both reached 96% as at the end of January 2023, with the operation recently achieving an intermediate milestone of feeding ore into the crushing plant (refer ASX release 31 January 2023).

Overall project commitments and costs are in line with budget, with procurement completed and all major procurement packages received at site including the Belt Filter, Vacuum pump and WHIMS Rectifier- Reducer.

The project team is now progressing the next intermediate milestone, the start-up of process operations, which comprises the circulation of ore through the entire system, from crushing through sorting, grinding and separation. Commissioning activities are anticipated to be completed this month, with several vendor representatives on-site to assist with commissioning and start-up activities.

Sayona expects the first shipment of spodumene (lithium) concentrate from NAL will occur in July 2023, with four shipments targeted for the first half of fiscal 2024. The Company is targeting total production between 85,000 tonnes and 115,000t during this period (refer ASX release 10 February 2023).

I’ve asked the same question several times. The lithium supply chain circles the world. Is it possible to make a lithium-ion battery in the hemisphere? My guest believes they can build one in the same state (eh, province).

Investissement Québec is the Canadian province's economic development agency. My guest, Jean-François Béland is vice-president of Ressources Québec, a subsidiary tasked with forming a cohesive policy and investment strategy. He says Quebec has a tremendous amount of recoverable lithium. So far they have invested in at least two mining projects, Sayona’s Moblan Lithium Project and Nemaska’s Whabouchi Mine.

Both of these projects are located in Quebec’s James Bay region in the north. Jean-François says Canadians have been mining gold, copper, and diamonds there for years. “There’s at least 100 years of mining history,” he says of the region.

Lithium, however, is new, and Jean-François says there has been a mix of traditional mining firms and newer ventures staking claims in the region. “We see these companies move quickly,” he says. “When they see risk, they change course rapidly. They adapt.”

Compared to the solution mining operations in South America, the Quebec operations will be traditional open-pit mines. Jean-François says environmental concerns are a top priority for the province.

In addition to mining, Ressources Québec believes Quebec needs to manufacture the lithium it produces. Examples of plans in the region include a lithium refining facility (also Nemaska) and a cathode material/lithium recycling facility (GM, POSCO, BASF).

“The Quebec mining strategy is very focused and precise, from the mining to the cell,” says Jean-François, adding that this end-to-end supply chain will be “done in Quebec, under ESG criteria, with clean, green energy.”

This was said on Monday by the Quebec director of the Unifor union, Daniel Cloutier, who was in Amos to meet his delegates from the region.

Invited to comment on the lack of recovery projects for the Amossoise factory, Mr. Cloutier replied that according to his information, Sayona, a mining company that is preparing to produce lithium in La Corne, has made an offer to purchase for this factory closed since April 2020.

North American Lithium Complex: resumption of lithium production in March

Australian mining Sayona announced on Monday the resumption of lithium production next March at the Lithium North America (LAN) complex, near Val-d'Or.

The start-up of the processing plant includes the circulation of the ore throughout the system, after the completion of the commissioning activities.

Production of the first marketable lithium concentrate is theoretically scheduled for the end of March, according to the company that anticipates a first shipment of this ore for July.

With four other shipments in the first half of 2024, Sanoya aims for a total production of 85,000 tons to 115,000 tons during the same period.

"A few days before the production of marketable lithium concentrate, it is an exciting moment for both Sayona and Quebec, as we are working on the construction of the first integrated lithium production center in North America," Brett Lynch, CEO and CEO of Sayona, said in a statement.

Last September, Sayona signed a four-year contract with a $200 million with L. Fournier & Fils to resume the production of lithium, an essential metal for battery production.

Sayona receives funds from Quebec City for research Study on lithium hydroxide

Sayona receives $12,812 from the Government of Quebec to conduct a study on a process related to the extraction of lithium hydroxide.

The Government of Quebec is paying $126,812 to the Sayona mining company to study the production of lithium hydroxide for commercial purposes.

The Sayona Quebec project, valued at $317,000, aims to test, in the laboratory, the effectiveness of a new process on Abitibi spodumen ore

Unlike the traditional sulfuric acid process, this new process uses nitric acid, which reduces chemical expenditure and the production of releases.

The project also intends to recycle all the chemicals used in the process.

Thus, high-purity lithium hydroxide from this technology can be used in electric vehicles.

"With this project, Sayona Quebec is part of the government's desire to electrify transport from an energy transition perspective. I welcome this company, which is more committed to the production of minerals of the future through a new process of transforming a Quebec resource, "commented the Minister of Natural Resources and Forests of Quebec, Maïté Blanchette Vézina, in a statement.

Authier project submitted for BAPE review

Meanwhile, Sayona has voluntarily submitted its Authier Lithium Project for environmental impact assessment and review under the Quebec Government's 'BAPE' (Bureau d'audiences publiques en environnement) process, demonstrating the Company's commitment to transparency and stakeholder engagement. The Company's request has been accepted by Quebec's Ministry of the Environment, the Fight Against Climate Change, Wildlife and Parks.

The move follows Sayona's 2021 acquisition of the nearby North American Lithium (NAL) operation, which is on track to recommence spodumene (lithium) production in March 2023. NAL's acquisition has allowed for a change in strategy regarding the Authier project, which will become a source of spodumene ore for the NAL concentrator.

As a result, Authier no longer requires its own concentrator or tailings storage, and with planned daily output below the 2,000 tonnes threshold has resulted in a considerably reduced environmental impact compared to the original regulatory submission.

"The Government has agreed today to our request for the voluntary submission of the Authier project to the environmental impact assessment and review process.
