Pakistan NEPRA grants license for 11.80MW hydel power plant

Pakistan Today reported that Pakistan’s National Electric Power Regulatory Authority has granted the power generation licence to Pakhtunkhwa Energy Development Organization for its 11.80MW Karora Hydel Power Plant located on Khan Khwar river at Karora village near Besham, District Shangla, Khyber Pakhtunkhwa. The proposed project is being set up on Khan Khwar river (one of the right tributaries of the Indus River) at Karora village near Besham, district Shangla, in the province of KPK and will have an installed capacity of 11.80MW consisting of two horizontal-axis Francis turbines (5.90MW each). The said generation facility will have a very high head of up to 152 meters with a maximum design discharge of 9.75 m3/s. The project will result in a mean annual energy of 71.39 GWh at plant factor of 69.06 per cent. The total cost of the project will be around Rs3263.278 million with a debt to equity ratio of 75 per cent and 25 per cent of the project cost.

The Authority duly considered the GIS for the dispersal of electric power from the proposed generation facility/Hydel Power Plant. According to the said study, the dispersal of electric power will be made at 132 kV voltage level. The dispersal/interconnection arrangement will be consisting of a 132 kV Double Circuit (D/C) transmission line (measuring about ten (10) kilometer on twin bundled ACSR Rail conductor) for making an in-out of one circuit of 132 kV D/C transmission line from Ranolia Hydel Power Plant to Khan Khwar Hydel Power Plant.

It is pertinent to mention here that the National Transmission and Despatch Company Limited (NTDC) has already approved the said dispersal/interconnection arrangement of the generation facility/Hydel Power Plant.

NEPRA’s decision also stated that the Authority is satisfied that the proposed generation facility/Hydel Power Plant of PEDO will be utilising water which is a renewable energy (RE) source. However, the Authority has observed that the power plant may cause some environmental concerns including soil pollution, water pollution, and noise pollution.

The Authority has observed that PEDO carried out the required IEE Study and submitted the same for the consideration and approval of the Environmental Protection Agency, Govt. of KPK (EPAGoKPK). In this regard, the Authority is satisfied that EPAGoKPK has issued a NOC for the construction of the project, said NEPRA.

Gabon to construct two hydro power plants

Construction Review Online reported that two hydro power plants are set to be constructed in Gabon following a signed concession agreement between the Gabonese Strategic Investment Fund, the pan-African industrial group Eranove and the government of Gabon. Mr Serge Thierry Mickoto, director and general manager of the FGIS, confirmed the news and said that they are delighted with the progress of these water and electricity projects carried out as part of their consortium with the Eranove group.

He said that “One of the objectives of the Gabonese Economic Recovery Plan is to strengthen the supply of electricity by making it more accessible, available and sustainable. Improving water supply and the quality of these services to citizens is a significant element in the implementation of the Gabon Vision 2025 programme.”

The two hydro power plants namely Ngoulmendjim (73MW) and Dibwangui (15MW), respectively will be developed by project companies, Asokh Energie and Louetsi Hydro.

The agreement also constitutes the production of drinking water- that is the Orélo drinking water treatment and supply plant located in the Estuary province. The contract covers the financing, design, construction, operation and maintenance of a new drinking water production unit with a production capacity of 140,000 m3 per day.

The Orélo project aims to improve the drinking water supply in Libreville and its surroundings by increasing the production capacity corresponding to the consumption of more than 600,000 people, in order to meet the ever-increasing demand of the population.

India and Japan sign loan agreement for construction of Turga hydel power project

Devdis Course reported that India and Japan signed a INR 1,817 crore loan agreement for the construction of the Turga pumped storage hydel power project at Purulia in West Bengal. The project will contribute to the industrial development and living standards in the state. Ministry of Finance said in the statement that "The objective of the project is to strengthen the capability to respond to a fluctuation in supply and demand of power and to improve the stability of the power supply by constructing the pumped storage facilities.”

The Japanese Official Development Assistance loan agreement was signed here between Ministry of Finance Additional Secretary C.S. Mohapatra and Japan International Cooperation Agency (JICA) New Delhi Chief Representative Katsuo Matsumoto.

The statement said that "This further consolidates and strengthens the strategic and global partnership between India and Japan.”

It added that India and Japan have had a long history of bilateral development cooperation since 1958 and the economic cooperation between India and Japan has steadily progressed in the last few years.

France EDF inks deal for Cameroon hydro project

Reuters reported that France's EDF Group signed an agreement to build and operate a 1.2 billion euro (USD 1.37 billion) hydropower project in Cameroon, the first step in a plan to expand its hydropower business in Africa. The 420-megawatt project will be located on the Sanaga River near Nachtigal Falls, around 65 km (40 miles) northeast of the capital Yaounde and, when operational, will contribute 30 percent of Cameroon's total electricity generation capacity.

Ms Marianne Laigneau, who heads EDF's international division, told Reuters that "It's the first of its kind (in Africa) for EDF to have all these industrial roles together: to design, negotiate, piloting the project, building, operating and maintenance.”

EDF will own a 40 percent stake in the project and the Cameroon state will hold 30 percent.

The International Finance Corporation, the World Bank's investment arm, will also own 30 percent and is coordinating lending from 11 development finance institutions and four local commercial banks.

The contracts were signed in Paris between representatives from EDF, the IFC and the government of Cameroon, along with lenders involved in financing the project.

EDF will put 120 million euros in equity into the project and will operate the facility for 35 years, selling the power to the grid via a power purchase agreement.

Construction is due to begin by the end of this year with the project expected to go into operation in 2023.

Japan's Toshiba to pay USD 800 million to exit US LNG business

Reuters quoted Japan's Toshiba as saying that it is exiting its US liquefied natural gas (LNG) business and paying an overseas "buyer" it did not identify USD 800 million to assume its commitment to purchase 2.2 million tonnes per year of the fuel from Freeport LNG in Texas. The Nikkei business daily reported, without citing a source for the information, that the buyer is a unit of Chinese gas company ENN Group. However, Toshiba said in its statement that it would only identify the buyer when the final sales contract is signed.

An ENN Group spokesman said that he was not aware of the deal when contacted by Reuters. The sale would remove a roughly $7 billion commitment to process US shale gas into LNG that the industrial conglomerate signed in 2013 as an incentive for sales of turbines for power plants, one of its major businesses.

BHEL Commissions 120 MW plant in Telangana

With the commissioning of the fourth and final 30 MW hydro generating unit, Bharat Heavy Electricals Limited has successfully commissioned the 120 MW Pulichintala Hydro-Electric Project (HEP) in Telangana. The other three units of the 4x30 MW Pulichintala HEP, commissioned earlier by BHEL, have been operating successfully.

Located in Suryapet district of Telangana, the greenfield project has been set up for Telangana State Power Generation Corporation Limited (TSGENCO) on the river Krishna. Power generation from Pulichintala HEP will contribute significantly in reduction of greenhouse gas emissions towards achieving a low carbon development path for the nation.

BHEL was entrusted with execution of the Electro-Mechanical (E&M) package for the project comprising supply and supervision of erection & commissioning of 4 sets of Vertical Kaplan Turbines and Generators of 30 MW capacity each along with the associated auxiliary equipment. The equipment for the project has been manufactured and supplied by BHEL’s units at Bhopal, Jhansi, Rudrapur and Bengaluru, while the erection & commissioning on site has been carried out under the supervision of the company’s Power Sector Southern Region construction division.

Nigeria Mambilla power plant to cost USD 5.72 billion

Nan Ng reported that Nigeria’s 3, 050 Megawatts Mambilla Power Plant will cost USD 5.72 billion, Nigeria minister of Power, Works and Housing, Mr Babatunde Fashola said arrangements were at an advanced stage to secure the funds from the Chinese government in the form of loans and the project is set to commence from early 2019.

According to Mr Fashola, the Federal Executive Council has approved the project. He said President Muhammadu Buhari is committed to ensuring the urgent commencement of the project, which is expected to be completed within 60 months.

On the level of development of the project, Mr Fashola said that “the progress is that for the first time in over 40 years the federal government has now signed an engineering and procurement contract. President Buhari has made that possible.”

Tajikistan launches giant dam to end power shortage

Daily Mail reported that Tajikistan inaugurated a USD 3.9 billion hydro electric power plant, a mega project that would enable the impoverished country to eliminate domestic energy shortages and export electricity to Afghanistan and Pakistan. Built on the Vakhsh River in southern Tajikistan, the plant championed by President Emomali Rakhmon is expected to reach a height of 335 metres (1,099 feet) in a decade, becoming the world's tallest hydro-electric dam.

The first of six turbines in the Rogun hydroelectric dam goes online with the power plant expected to reach capacity of 3,600 megawatts the equivalent of three nuclear power plants when completed.

At present, Rogun still resembles a vast construction site, with rocky earth covering the territory from which the powerful Vakhsh flowing through the Pamir mountains was diverted.

In 2016, Rakhmon, who is a former collective farm boss, climbed into a bulldozer at a groundbreaking for the dam, in a sign of the president's personal attachment to the project.

It will double energy production in the country of nearly nine million people, alleviating a long-lasting, debilitating national energy deficit. Surplus energy will be sold to neighbours such as Afghanistan, Pakistan and Uzbekistan.

Quebec and Canada newest hydroelectric dams nearly ready

Agency Free Press reported that on a frigid night, the roar of heavy machinery chipping away at rock echoes through Canada's boreal forest: In the far north of Quebec province, four massive hydroelectric dams that will produce "clean energy" for the northeastern United States are nearing completion. Flowing more than 500 kilometers (300 miles) through the wilderness, the Romaine River in the Cote-Nord region of Quebec is about to hit a literal wall at 51 degrees north latitude with the erection of the fourth and last power station.

Once completed, the construction project which started in 2009 will see the cold, clear waters of one of Canada's longest untamed rivers flood surrounding lands claimed by indigenous tribes.

From a distance, the bright lights at the site where more than 800 heavy dump trucks, drills and giant backhoe loaders are in use look like reflections of stars in the night sky.

The teams from Hydro-Quebec are working on two fronts.

They are razing a mountain to make room for the power station. They are also erecting a dike 500 meters (1,640 feet) long and 90 meters high that will hold back the water to be used to generate electricity.

Quebec has a power surplus, so the government is hoping to sell the power produced here to its American neighbors to the south -- and in turn do its bit to help alleviate global warming.

Nepal starts construction on EU funded power project

India.com reported that Nepal began construction of the 600 MW Chilime-Trishuli power transmission project that has been funded by the European Union. Energy Minister Barshaman Pun formally inaugurated the ground-breaking ceremony of the project. Mr Pun said that “Once complete the new Chilime-Trishuli Transmission link will allow thousands of people living in communities in the Trishuli River Basin and beyond to benefit from clean hydropower energy and a more reliable power supply.” He added that “This crucial energy project is key for sustainable development in Nepal and demonstrates the close partnership between Nepal and European partners.”

The impact of expanding access to electricity to rural communities and benefits from harnessing renewable energy were highlighted during the occasion.

The new 27-km transmission line will be built through rough, mountainous terrain 50 kms west of Kathmandu by state-run Nepal Electricity Authority.

The project is being financed by the European Investment Bank, the European Union through the Asian Investment Facility, German KfW bank and the government of Nepal.

The EU and the German government provided comprehensive technical assistance totalling 16.25 million euros, essential for preparation and implementation of the project, and the European Investment Bank is providing a long-term 30-million-euro loan for the project.

The Nepal Electricity Authority will provide the remaining 19 million euros needed for the project. The new transmission link will enable 600 MW of clean energy generated from hydropower plants, including independent power producers, on the Trishuli River corridor to be connected to Nepal’s national electricity grid and will upgrade existing electricity distribution to enable more reliable supply of energy.

Mr Kul Man Ghishing, managing director, Nepal Electricity Authority said that “The Chilime-Trishuli transmission line highlights how technical and financial cooperation between the Nepal Electricity Authority and European partners benefits our country and helps to harness low-carbon power sources.”

HP govt allots 780MW hydro electric project to SJVN

Economic Times reported that Himachal Pradesh government has allotted the 780MW Jangi-Thopan-Powari hydro electric project in Kinnaur district to SJVN Limited on build, own, operate and transfer basis for a period of 70 years. Mr Nand Lal Sharma, chairman and managing director of SJVN, assured that the company would complete the project on time and would contribute significantly in the overall development of the project affected area. According to him, SJVN has necessary infrastructure and that the current installed generation capacity of SJVN is 2,003.2MW (comprising of 1,912MW hydro, 85.6MW wind power and 5.6MW solar power).

He said that SJVN is also in the process of implementing various projects, which are in different stages of development, which on completion would add an additional 4,018MW of capacity. Projects with a potential of 1,572MW generation capacity are under construction, 1,848MW under pre-construction and investment approval and 598MW capacity is in the investigation stage.

SJVN had earlier implemented 1,500MW Nathpa Jhakri hydro power station in Himachal Pradesh. It is also executing hydro projects in Nepal, Bhutan and Uttarakhand.

Benguet power coop, IPs to develop 20 MW hydropower plant

Talks on the proposed putting up of a 20 megawatt hydropower plant in Kabayan town in Benguet province are almost done between the Benguet Electric Cooperative and the indigenous people communities in the town. Mr Delmar Cariño, Beneco manager for legal and corporate affairs, told the Philippine News Agency in an interview said that “Our closest deal is working on a project development proposal with ONKASKA (Onjon ni Kasiguran shi Kabayan), which is the IP of Kabayan and we are getting excited on a 20-MW possibility.”

Mr Cariño said the talks are exploring the possibility of exhausting the provisions of the Indigenous Peoples Rights Act (IPRA) for a partnership between the electric cooperative and the IPs in Benguet for the joint exploration of hydro potentials. He said that once completed and made operational, the project will benefit all consumers of Beneco, the IPs and the whole town of Kabayan.”

Mr Cariño added that “It will lessen our dependence on coal or fossil fuel. It will enable Beneco to use power from renewable energy.”

Beneco currently averages a monthly utilization of 70MW of power, which is supplied to all types of consumers in its franchise area, covering Baguio and Benguet.

Cariño said the proposed hydropower plant will also redound to lower cost of electricity for consumers, since Beneco would be producing its own electricity supply instead of buying from commercial producers.

The lawyer said that “Because the generation facility is embedded within franchise area, the level of generation cost that will be passed on to the consumers will be priced lower and the price per kilowatt hour can also be sold at a reduced price.”

Beneco, he said, is a non-stock, non-profit distribution utility owned by the consumer-members, thus, it does not need to earn much.

Cariño said under the Electric Power Industry Reform Act, electric distribution utilities are permitted to go into power generation if the source is from renewable energy.

Meanwhile, Beneco’s 3-MW facility in Buguias town in the province is expected to be operational in 2019, the executive said.

Like the agreement in Buguias, after 25 years, the community will co-own the proposed Kabayan power plant, that would be an additional income for Kabayan town.

K-water wins Hydroelectric Power Generation Project from Solomon Islands

Business Korea K-water, a state-run corporation specializing in water resources development, has won a hydroelectric power project worth USD 211 million in the Solomon Islands. The Korean corporation announced on Dec. 5 that it would sign a contract on the Tina River hydroelectric power generation project with the Solomon Islands Government in Honiara, the capital of the island country, on Dec. 6.

The Solomon Islands is a country with a population of 610,000, consisting of islands near Australia and Papua New Guinea. Diesel power generation accounts for 97% of its power generation, so the nation has to stomach high power generation costs. Due to the want of infrastructure such as a power grid, only 10% of the population is using electricity.

K-water will build a power generation dam with a capacity of 7 million cubic meters of water and a hydroelectric power plant with a capacity of 15 MW in the Tina River near Honiara from October of next year to 2024.

The project is designed to supply 85GWh of electricity annually for 30 years. The Solomon Islands’ electricity cost is at the highest level in the world, but is expected to be at least halved thanks to the project. At present, the average consumer electricity cost of the Solomon Islands is more than six times higher than that of Korea.

NHPC to acquire 500 MW Lanco Teesta project

Economic Times reported that state owned NHPC has bagged debt-laden Lanco's 500 MW Teesta hydro power project under insolvency proceedings for a tentative value of INR 900 crore. A senior official said that NHPC is expected to complete the takeover in the next three to four months and can finish the project in three to four years as its construction is almost 50 per cent complete.

A senior company official told PTI that "NHPC Ltd has emerged as the successful bidder for the 500 MW Lanco Teesta Hydro Power project. NHPC will acquire the project for around INR 900 crore.”

NHPC said that "...NHPC Ltd has been declared as the successful resolution applicant by the committee of creditors of Lanco Teesta Hydro Power Ltd.”

However, the company said this would be subject to final approval by the National Company Law Tribunal.

Lanco Teesta Hydro Power is building a 500-megawatt (125 MWX4) hydropower
project on the Teesta river in Sikkim.

As per the procedure, the NCLT would call for objections on the deal before approving it. Once approved by the NCLT, NHPC would seek approval of the Public Investment Board and the Cabinet Committee on Economic Affairs.

India likely to commission 720 Mw hydro power project in Bhutan

Economic Times reported that India is likely to commission a major hydropower project in Bhutan this month, Foreign Secretary Mr Vijay Gokhale has said, vowing to strengthen bilateral collaboration in the energy sector. In his address on 'India-Bhutan Relations: The Road Ahead' here, Mr Gokhale said India is committed to harnessing the true potential for growth of cooperative ties with Bhutan, and exploring newer avenues for advancing it further. He said that "The Road ahead for India-Bhutan ties is one of tremendous potential and opportunities," he said at the end of the conference organised by the Indian Council of World Affairs and the Royal Institute for Governance and Strategic Studies, Bhutan.

He said that over the years, the Indo-Bhutan mutually beneficial cooperation has been anchored in the remarkable cooperation in the energy sector.

Mr Gokhale said that "This year, we hope to commission the flagship 720 MW Mangdechhu hydro-power project, hopefully this month itself. We are working together on a number of ongoing and planned projects, which promise to ensure that our relationship in this sector continue in the future.”

Noting that enhancing connectivity is a central pillar of 'Neighbourhood First' and 'Act East' policies, he said India's focus on boosting connectivity has contributed in expanding trade and economic opportunities and forging knowledge partnerships with Bhutan.

He said that "As we look into the future, we see a positive trajectory for India-Bhutan relations, with expanded engagement in pursuit of common prosperity and happiness for our two peoples.”

Ukraine arranges attraction of USD 500 million loan in China

Ukraine has arranged the attraction of a USD 500 million loan in China to build Dnistrovska hydroelectric pumped storage plant. The loan interest would not exceed 4.5% per annum, Board Chairman of Ukrgasbank Kyrylo Shevchenko has said in an interview with the Delovaya Stolitsa publication.

Mr Shevchenko answering the question about the prospects of Ukrgasbank in partnership with China said that "Unfortunately, today the volume of direct Chinese investment in Ukraine is far from desirable. There are certainly reasons for that. However, Ukraine's proximity to the EU market is already enough for a number of Chinese companies to take a decisive step and start developing their business in Ukraine.”

As reported, a memorandum of understanding on the participation of China National Electric Engineering Company in the completion of construction of Dnistrovska hydroelectric pumped storage plant was signed by Ukrhydroenergo and CNEEC in the presence of Economic Development and Trade Minister of Ukraine Stepan Kubiv. Its cost of USD 500 million was announced.

Head of the parliamentary committee for industrial policy and entrepreneurship MP Viktor Halasiuk said that the intention of state-owned company Ukrhydroenergo to place an order for turbines intended for the third stage of construction of Dnistrovska hydroelectric pumped storage power plant with CNEEC instead of Turboatom which was involved in the first two stages, is inadmissible.

Turboatom said that the enterprise is ready to supply hydroelectric turbines and equipment for units five, six and seven of this power plant. Recently the enterprise shipped the fourth turbine to the plant. He said that "The hydroelectric turbines were created under own project of Turboatom and designed and produced by Turboatom and Electrotyazhmash.”

Tanzania hydropower dam project could hurt key wetland - WWF

US News reported that a conservation group says Tanzania's agreement with Egyptian companies to build a huge hydroelectric dam in the Selous Game Reserve risks damage to an important wetland and could hurt the livelihoods of over 200,000 people who live downstream. The WWF group criticized the project after Tanzania signed a USD 3 billion deal to construct the Stiegler's Gorge dam in the Selous wildlife area, a UNESCO world heritage site.

WWF said that a thorough environmental assessment was not done as required by Tanzanian law, and urges Tanzania to first explore other renewable power ideas.

Tanzanian President John Magufuli, however, said that the dam will cover only a small part of the Selous. He also says a new electricity supply will help to reduce deforestation by people who cut down trees for charcoal.

Czech company to set up mini hydro power projects in Manipur

Times Of India reported that a prominent hydel turbine company from Czech Republic has signed a deal with Salai Holdings Pvt Ltd for setting up mini-power projects in water-rich Manipur. The Manipur government has given the go-ahead to Salai to take up the smart hydel project. Mavel, the turbine manufacturer, which sells the machines in over 50 countries, including USA and Canada, will give logistic support to Salai in setting up the projects. Salai, the Imphal-based firm, will kick off its maiden venture at Sekmai barrage in Imphal West as a pilot project.

Mr Narengbam Samarjit, chairman and managing director of Salai said that "Ours will be an environment-friendly project. We will only affix the turbine to be bought from Mavel at the water spill way to generate power.”

Salai strongly feels that once the power project is set up, the state economy will be improved, considering the low cost of energy the new project is going to generate. Mr Samarjit said that "Once our project gets headway with a flying start, we will follow suit in other running dams in Manipur and elsewhere in the northeast.”

Cambodia's biggest hydropower dam now producing electricity

Cambodia's largest hydropower project officially began producing electricity Monday as the country tries to increase its energy capacity to reduce energy imports and help jump-start industrial expansion. Prime Minister Hun Sen inaugurated the 400-megawatt Lower Sesan II hydropower dam in the northeastern province of Stung Treng. The project, constructed on a build-operate-transfer basis, will boost the country's production of electricity by 20 percent, according to the Ministry of Mines and Energy.

It was built over four years at a cost of nearly USD 800 million and is a joint venture of China's Hydrolancang International Energy with a 51 percent stake, Cambodia's Royal Group with 39 percent and Vietnam's EVN International with 10 percent.

The dam is expected to bring in almost $30 million in tax revenue yearly. Ownership will be handed over to the government after 40 years.

The dam is the seventh commercial-scale hydropower dam in Cambodia, bringing hydropower production to 1,328 megawatts.

Hydropower supplies 45 percent of national electricity consumption, followed by 35 percent from coal-fired power plants and about five percent from petroleum and alternative energy.

Construction of East Africa largest hydro project inches closer to reality

Construction Review Online reported that Tanzania has awarded the tender for the construction of what will become East Africa’s largest hydro electric project the controversial Stiegler’s Gorge dam hydro electric power project in the Selous Game Reserve. The tender for the Stiegler’s Gorge dam construction was won by a joint venture between Arab Contractors and El Sewedy Electric and on an EPC(Engineering, Procurement and Construction) basis.

The construction of the dam in Tanzania has generated immense opposition from environmentalists over concerns regarding the negative effect on the biodiversity in the animal park which is home to elephants, cheetahs and rhinos. UNESCO has already placed the park in the list of endangered World Heritage sites over increased poaching.

With a price tag of USD 3 billion East Africa’s largest hydro project will generate 2,100 MW of electricity which will sufficient to meet Tanzania’s needs and for export as well turning the country from energy deficiency and offering cheap energy for its industrial and domestic needs. The government of Tanzania has allocated USD 304 million towards the proect in 2018/19 budget.

The retaining wall of East Africa’s largest hydro project will be built across Stiegler’s Gorge on the Rufiji river and submerge part of the expansive 50,000 square kilometer Selous Game Reserve. The project will take 36 months to complete and begin generating power in April 2022.
