Aspire Mining Proceeds with FEED Studyfor Ovoot Coking CoalProject

Sedgman Pty Ltd has been engaged by the Aspire Mining to conduct a Front End Engineering Design Study on the Ovoot Coking Coal Project Coal Handling and Preparation Plant infrastructure. Stage 1 of this FEED study has been finalised, with a trade-off analysis completed comparing the use of various concepts and available technologies. Following a review of the trade-off analysis, the Aspire Mining has instructed Sedgman to proceed with Stage 2 of the FEED Study, with the aim of refining the concept level designs and producing more accurate capital and operating cost estimates.

Sustainability and reduced environmental impacts are high priorities in evaluating the possible concepts and as such, the concepts to be pursued in Stage 2 include:

Reflux classifiers for fine and ultrafine coal recovery to remove the need for use and storage of flotation chemicals onsite.

Filter press technology to maximise water recovery and reuse and avoid the use of a tailings settlement pond

Enclosing ROM delivery and product stockpiling facilities, for containment of dust potentially generated during all weather conditions.

Use of mechanised and automated coal handling systems enabling product trucks to be loaded quickly, weighted accurately and without any requirement for mobile equipment, significantly reducing diesel consumption and emissions.

Meghalaya Grants 2 Coal Mining Leases after 7 Years of Ban

Mining leases for three coal blocks were granted in Meghalaya's East Jaintia Hills in Meghalaya by the Union Coal Ministry in a major boost for the sector in the state after a ban was imposed by the Nation Green Tribunal in 2014. The mining leases are granted in the name of Labour Lyngdoh of Rymbai village and Dapmain Shylla of Byndihati village, both are associates of coal barons Nehlang Lyngdoh and Thomas Nongtdu

The works for preparation of the Mining Plan will start as soon as possible and we hope by the early part of 2022 or by March 2022 mines opening should take place and coal production will once again start from Jaintia Hills in these three blocks

The Supreme Court had in July 2019 lifted the ban imposed by the NGT after marathon hearings. The SC had in its order mentioned that in Meghalaya, the tribal people who are the local residents are the owners of their land and also the minerals below their land. It had said that if coal mining is done under the Mines and Minerals (Development and Regulation) Act and the Mineral Concession Rules 1960, the ban imposed by the NGT will not be applicable.

Poland to Keep Operating Coal Mine despite Daily Fine

Poland has vowed to keep its disputed Turow coal mine running, despite being hit with a order to pay EUR 500,000 daily penalty to the European Commission for defying an earlier court ruling to halt operations. The Polish government said that “Coal mining, a major source of jobs and electricity in its region, would continue operations. The fine mentioned by the Court of Justice of the European Union is disproportionate to the situation and is not justified by facts. EU court's penalty undermined those talks with Czech government in the ongoing process of reaching an amicable settlement."

Europe's top court, the Luxembourg-based Court of Justice of the European Union, ordered the penalty last week. It followed a request from Czechia, which is locked in a dispute with Poland over the Turow open-pit mine that sits next to their shared border. The Czech government says the mine is damaging its communities.

The mine, which produces lignite, or brown coal, has been operating for more than a century, but has recently expanded further towards the Czech border.

Energiecrisis dwingt China tot meer import steenkool - media

(ABM FN-Dow Jones) In het noordoosten van China neemt de druk toe om meer steenkool te importeren, zodat fabrieken open kunnen, de lichten aanblijven en zelfs het water kan blijven stromen. Hierover schreef persbureau Reuters dinsdag.

Het noordoosten van China kampt momenteel met een flinke energiecrisis. De gouverneur van de provincie Jilin wil daarom dat China de import van steenkool opvoert.

Lokale nieuwsmedia meldden dat verkeerslichten al zijn uitgeschakeld, evenals liften in wooncomplexen. Ook fabrieken zouden de deuren sluiten. Een nutsbedrijf waarschuwde zelfs dat de energiecrisis kan leiden tot een verstoring in de watertoevoer, zo meldde persbureau Reuters.

Een analist van Degroof Petercam zei tegen ABM Financial News dat de energietekorten ook de aanvoerketen kunnen treffen.

Environmentalists Highlight Impact of West Cumbria Coal Mine in UK

Cumbria Crack reported that two national bodies and an environmental group have warned plans to build a new coal mine near Whitehaven could have a major impact on a Cumbrian valley.

Friends of the Earth warned that the RLF development would

Be a huge blot on the landscape. It would be 15 meters high (equivalent to 3.5 double decker buses piled on top of each other) and 75 metres long (six double decker buses)

Devalue the tourism potential of the area – The RLF would be visible from the Coast to Coast long-distance footpath and national cycle trails. Visual representations commissioned by Friends of the Earth highlight the severity of the visual impact.

Disturb the local environment and nature – The valley is home to ancient woodland and various animals such as birds, bats and badgers whose habitats could potentially be disturbed by the development.

Bring more noise and light pollution to the valley -The RLF would also require sidings and floodlights, with six coal trains expected to go in and out of the site, six days a week.

Friends of the Earth North West said “A Rail Loading Facility would have a terrible impact on the peace and beauty of the Pow Beck Valley and the area’s significant tourism potential. West Cumbria deserves so much better than this huge blot on the landscape. The government must insist on leaving coal in the ground, and help put Cumbria at the forefront of building a cleaner future by investing in the area’s huge green industry potential, and the new jobs this would bring.”

The Woodland Trust is concerned about the impacts to ancient woodland and said “As the UK’s leading woodland conservation charity, we oppose the potential impact on the ancient woodland of Bellhouse Wood that could arise from the construction of a Rail Loading Facility in the Pow Beck Valley. Ancient woodland cover in England is only 2.8 per cent, so we resist any potential disturbance or loss to this incredibly important and irreplaceable habitat.”

The National Trust also raised concerns. In a letter to Cumbria County Council when the planning application was first made, it said “The valley has a tranquil, intimate rural character, with sensitive visual receptors in the form of Coast to Coast walkers. The National Trust is concerned in regard to the impact of the proposed Rail Loading Facility, in light of the proposed infrastructure and increase in activity. Structures of the scale and nature of the proposed ‘Loading Building’ are not characteristic of this landscape.”

West Cumbria Mining’s controversial application for a new coal mine, which is currently being examined at a public inquiry that started on September 7, includes plans to build a huge Rail Loading Facility in the Pow Beck Valley, which runs from St Bees to Whitehaven. The RLF would enable extracted coal to be transported from the mine.

Pacts Signed for Eight Auctioned Coal Mines

India’s Ministry of Coal has executed agreements with the eight successful bidders pursuant to the auction of second tranche of coal mines for commercial mining. Eight coal mines have been successfully auctioned with the winning percentage of revenue share ranging from 6% to 75.5% with an average % revenue share of ~30%.The electronic auction of these mines was conducted in the first week of August this year.

The mines for which these Coal Mine Block Production and Development Agreements were executed are Bhaskarpara, Burakhap Small Patch, Gondkhari, Jogeshwar& KhasJogeshwar, Rauta Closed Mine, Bhivkund, Jhigador and Khargaon.

The Successful Bidders include Sunflag Iron & Steel Company Limited, South West Pinnacle Exploration Limited, Prakash Industries Limited, CG Natural Resources Private Limited, Adani Power Maharashtra Limited and Shreesatya Mines Pvt Ltd.

SBI Capital Markets Limited, sole Transaction Advisor to Ministry of Coal for the Commercial coal mine auction, had devised the methodology and assisted Ministry in conduct of the auction.

China to Halt New Coal Plants Abroad

China is set to achieve carbon neutrality by 2060. Chinese President Mr Xi Jinping told the UN General Assembly the need to accelerate transition to a green and low-carbon economy while achieving green recovery and development. He told “China will strive to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060.”

He added that China would increase support for other developing countries in developing green and low-carbon energy, and not to build new coal-fired power projects abroad.

India Australia Joint Working Group on Coal & Mines Held

As a precursor to the upcoming India-Australia Energy Dialogue scheduled to be held on 13th October, 2021, the first Joint Working Group meeting on “Coal and Mines” between India and Australia was held through Video conferencing. This was co-chaired by Shri Vinod Kumar Tiwari, Additional Secretary, Ministry of Coal, from the Indian side and by Mr Paul Trotman, Head of Resources Division from the Australian side. In his opening remarks Shri Tiwari provided overview of the coal sector in India and presented emerging scenario for future. He highlighted the priority areas to be included for possible collaborations in coal and mining sectors in both the countries.

The discussions focused on Indian coal resources in the present and future scenario, critical and strategic minerals-demand and supply scenario & engagements with Australian counterpart, India Australia collaboration on Clean Coal Technology, Surface Coal Gasification, Coal Bed Methane, sharing of Technology deployed for fire quenching, Coal Based Hydrogen, Carbon Capture Utilization & Storage(CCUS). Avenues for Business to Business collaboration on coal technology, transfer of technology, cooperation on skill development and training, issues related to coking coal import from Australia were discussed.

Both the sides discussed about sharing their expertise on these issues for any possible future collaboration and agreed that the discussions would also be carried forward beyond the confines of this forum

MMK Coal Installing Equipment to Help Miners in Emergency

MMK-Coal has installed the first series of rescue chambers in its mines as well as self-rescue stations with individual air packs to protect the eyes and lungs against toxins and provide oxygen while workers evacuate to safety. The equipment is produced by PK-VISTEK, a company fr om the Kemerovo Region. In case of emergency, the equipment can sustain a miner’s life for up to 72 hours underground. The first mine to install the new equipment and facilities is Chertinskaya-Koksovaya, one of the oldest mines in the Kuznetsk Basin area.

The self-rescue stations provide 50 self-contained self-rescue devices (SCSR), as well as an opportunity to rest while on the way to the emergency exit for up to five people at a time.

In the event of an emergency when it is impossible for miners to evacuate on their own, they can find shelter in a special rescue chamber. These contained rooms protect people from harmful toxins coming from fires or explosions, as well as high temperatures and blast waves. Chambers provide life support to 12 people for up to 72 hours. They are equipped with air filtration systems allowing miners to breathe without air packs or masks, as well as communication equipment to maintain contact with the mine’s dispatcher. Also, the new equipment is re-usable.

MMK-Coal LLC is part of Magnitogorsk Iron & Steel Works and is a large Russian producer of coal and coking coal concentrate, notably the highly in-demand Zh-grade. MMK-Coal LLC includes four units: the Kostromskaya mine, the Chertinskaya-Koksovaya mine, a centralized enrichment plant, and a servicing & logistics facility.

Aspire Mining Update on Erdenet Rail Terminal

In 2Q21, O2 Mining Ltd was engaged to conduct a front end engineering design study on the Erdenet Rail Terminal coal storage and transloading infrastructure. Trade-off analysis comparing capital and operating costs, as well as social and environmental impacts of alternative storage concepts and materials handling technologies, has now been completed in line with Stage 1 objectives. The preferred configuration for further detailed evaluation has also been confirmed.

O2 Mining is now in the process of completing the second and final phase of the FEED Study, increasing the level of detail and accuracy in design and cost estimations for the preferred infrastructure configuration. This is expected to be completed within 4Q21.

The suite of infrastructure upon which more detailed engineering and cost estimation is to be performed include the following components aimed at maximising efficiency and minimising environmental impact and operating costs:

Enclosed unloading stations for acceptance of coal from road trucks will ensure that these trucks can unload quickly whilst ensuring that any dust generated during discharge will be captured.

An enclosed coal storage building will protect the coal from and enable train loadout operations to continue during inclement weather, whilst also preventing discharge of dust and water from the site.

An automated reclaim system from coal stockpile to train loadout will enable high speed train loading without reliance upon use of mobile equipment, and consequently reduced diesel consumption and emissions generation.

The preferred location for this terminal facility has been secured adjacent to the Erdenet-Sakhilt rail line, in a location where incoming truck traffic will not impact on populated areas and which has nearby high voltage mains electricity. The local government is supportive of the intended development, and discussion and negotiation continue with relevant parties and stakeholders.

Singareni Collieries to Set Up Pilot Geothermal Power Plant

Telangana government-owned coal mining company Singareni Collieries Company Limited has announced plans for setting up a small pilot geothermal power generation unit in Pagideru village of Manuguru area of Bhadradri district in the southern Indian state of Telangana. The planned 20 kW unit, while small in size would be the first-of-its-kind in the country, so the company. It plans to have the plant ready by March 2022 in a collaboration with the Department of Science and Technology of the Union Ministry of Coal at an expected cost of will set up the plant at a cost of INR 1.72 crore

The Geological Survey of India and the Singareni authorities found geothermal resources in the Manuguru region during the drillings to identify the coal reserves. The hot water resource is found at a depth of 1,000 meters and with sufficient temperature for power generation.

Zyfra Fleet Management System Implemented at UMMC Coal Mines

Ural Mining and Metallurgical Company’s JSC Kuzbassrazrezugol is implementing Zyfra’s ZM OpenMine mining fleet management system at all of its branches. The ZM OpenMine system is already operating at the Bachatsky coal mine of the UMMC. It manages over 200 vehicles, including 40 excavators and 120 dump trucks. In addition to basic functionality modules and control of various types of mining vehicles (excavators, dump trucks, drill rigs, bulldozers), the company also uses services for diagnostics, tyre monitoring, ore quality control, and railway transport.

It is expected that when using the ZM OpenMine system, the increase in transport load and decrease in downtime and savings in fuel and lubricants will make it possible for UMMC to save up to US$2 million in 2021 at the Bachatsky opencast alone. By the end of 2021, the ZM OpenMine system will be launched at the coal mines of Krasnobrodsky, Kaltansky and Taldinsky, and, by mid-2022, at Kedrovsky and Mokhovsky as well. The total size of the project is over 1100 equipment units. This will lead to an increase of overall savings to US$9 million by the end of 2022.

In the next stages of its digital transformation, the UMMC intends to introduce digital twins with a full 3D geological model of their opencast coal mines for planning, design, and monitoring of mining operations.

Indian Government to Re Auction 11 Coal Blocks

India’s coal ministry has decided to re-auction 11 coal mines, which received a tepid response in the last round held in August, with one bidder for each. The blocks being re-auctioned include six assets that are fully explored and five partially explored ones. The coal ministry will hold a pre-bid meeting for these 11 mines on October 11, and companies will have to submit bids by November 29. The final auctions will be held between December 23 and January 5, 2022.

The largest blocks to be bid out in the second attempt include the Burapahar mine in Odisha, Tokisud Block II in Jharkhand and the Dahegaon Makardhokra-IV block in Maharashtra.

These coal assets, with no end-use restrictions, are being auctioned off through the new market-determined revenue share model that replaced the fixed fee/tonne regime that had earlier turned off private investors. Out of the 3.4 lakh million tonnes of total coal reserve in the country, public sector undertakings own currently own blocks with combined reserves of nearly 2 lakh MT.

Coal Shortages Force Blackouts across China

Much of northeast China has been intermittently without power as the country comes to grips with a litany of issues, ranging from depleted coal inventories to far-reaching consequences of its national energy policy. Although the problem is most acute in the frigid northeast, blackouts have been occurring in at least 17 provinces nationwide, including Guangdong, Zhejiang, Shandong, Anhui, and Jiangsu. Jilin utility company issued a notice that electricity cuts are expected to occur frequently until March 2022 and would likely be irregular, unplanned and unannounced. Average daily temperature lows in Jilin’s capital, Changchun, are 10.8 degree Celsius in September dropping to -19 degree Celsius

China has built wind and hydropower facilities but the output of these renewables has been insufficient to meet recent demand. Coal is still the mainstay of power generation, but depleted supplies have raised prices to a 10-year high. The first target for energy rationing is industry, which accounts for 68 percent of China’s consumption, dwarfing the 15 percent made up by residential consumption. But even with the shuttering of industry, there is not enough left for residential dwellings.

Nine-tenths of China’s coal is sourced domestically from Shanxi, Shaanxi, and Inner Mongolia. Remaining deposits are buried deep underground, inaccessible through surface mining. But in June the increasing dangers of tunnel mining led regulators to close mines in Shanxi following deadly accidents, lowering output. Imports make up the remaining 10 percent of the nation’s coal supply, but these sources have also been under pressure. Before Australia called in April 2020 for an independent inquiry into the origins of COVID-19, it supplied 68 percent of China’s coal imports. That plunged to zero as China imposed an unofficial embargo on Australian coal as part of their diplomatic standoff, refusing customs clearance.

Miner Killed in Roof Collapse at Crinum Coal Mine in Australia

WSWS reported that The notoriously unsafe conditions across Queensland’s coal mining sector resulted in yet another fatality on September 14, when 60-year-old worker Graham Dawson was crushed in a roof collapse at the underground Sojitz-owned Gregory Crinum Coal Mine in Lilyvale, 60 kilometres northeast of Emerald. Dawson was one of three maintenance workers re-bolting the roof in the mine’s conveyor drift area at the time of the incident. A 25-year-old worker who was trapped in rubble for more than four hours sustained serious leg and pelvis crush injuries and had to be airlifted to the Rockhampton Base Hospital. The third worker suffered a “medical event” requiring him to be hospitalised but has since been discharged.

The Japanese-owned trading company Sojitz acquired the 24-year-old Gregory Crinum coking coal mine from Australian mining giant BHP and the Mitsubishi Corporation in 2018 for AUD 100 million. The mine had been closed in 2016.

Indian Power Plants Thermal Coal Stocks Dangerously Low

India’s massive fleet of coal plants are running dangerously low on stockpiles, which may force the nation to buy expensive shipments of the fuel or else risk blackouts, as stockpiles have fallen to the lowest since November 2017. As inventories dry up, plants may be forced to buy expensive imported coal or pay hefty premiums at domestic auctions that may raise costs across an economy that’s already battling high petroleum fuel prices.

Meghalaya Coal Mining Restart Triggers Concerns

Express News Service reported that granting of mining licences for three coal blocks in Meghalaya but the decision has activists in the state fuming. They are wondering how the Coal Ministry could grant the mining licenses when a ban on rat-hole coal mining, enforced by the National Green Tribunal in 2014, is still in force. Ms Agnes Kharshiing, who has for long been fighting against illegal coal mining, said the coal, extracted ahead of the NGT ban, has already exhausted after being transported legally and illegally. She said “If indeed mining is going to resume, it will be for political gains. It is cheating the illiterate and helping the mafia. There is no feasible blueprint for feasible coal mining in Meghalaya. It will only be rat-hole mining. This is illegal and promote illegal trades in the coal belt,”

The state's Chief Secretary MS Rao did not reply when asked if the mining licenses contravened the NGT ban.

While seeking permission for the resumption of coal mining, the state government had written to the Centre that it would ensure scientific mining. But the activists pointed out that Meghalaya is known for the dangerous rat-hole coal mining.

Jilin Province to Increase Coal Imports to ease Power Shortage

Northeast China's Jilin Province vowed to increase the amount of coal used for ensuring local power supply by multiple measures including releasing more domestic coal output and enlarging the coal import scale. Jilin Province Governor Mr Han Jun said “Besides securing cross-provincial coal supply from Inner Mongolia Autonomous Region, all necessary measures should be taken to increase the imports from Russia, Mongolia and Indonesia.

Industry observers noticed that the Jilin import solution to the power shortage has excluded Australia which once was a major steam coal supplier of China.

The governor ordered power plants to maintain stable power generation at all costs and set meeting the residential power usage as their priority. Han noted that local financial firms should also support power plants including offering loans and subsidies.

Meer dan de helft van India’s steenkolencentrales heeft nauwelijks voorraad. Dat terwijl de energiebehoefte weer stijgt, sinds de economie herstellende is van de lockdown tijdens de tweede coronagolf van april tot juni. De komende vijf tot zes maanden worden spannend, zei minister van energie R.K. Singh dinsdag tegen de krant Indian Express. Als de voorraden steenkolen niet snel worden opgekrikt dan wacht zowel huishoudens als industrieën een herfst vol stroomstoringen.

Van de totale geïnstalleerde energiecapaciteit in India draait 53% op steenkolen. Slechts 13 van de 135 energiecentrales in India hebben een steenkolenvoorraad voor meer dan tien dagen, volgens de meest recente informatie van het Ministerie van Energie. Vijftig kunnen vier tot tien dagen vooruit en maar liefst 72 minder dan drie dagen.

Hevige regenval bemoeilijkte de afgelopen maand de lokale steenkolenproductie en distributie, terwijl de import daalde vanwege stijgende prijzen. 'Er is altijd een tekort na de moesson in september, maar zo nijpend als nu heb ik het de afgelopen jaren nooit gezien', zegt Soundaram Ramanathan, onderzoeker op het gebied van warmtecentrales aan het Centre for Science and Environment in New Delhi.

China koopt kolen in Indonesië
De import is in het nauw gekomen vanwege handelsspanningen tussen China en Australië, zegt Ramanathan. 'Om die reden is China steenkolen gaan kopen in Indonesië, wat ook de voornaamste bron voor geïmporteerde steenkolen is voor India.'

Vanwege de hoge importkosten zoeken vooral de energiecentrales aan de Indiase kust, die meer van import afhankelijk zijn, naar alternatieven. 'Ik begrijp dat ze biomassa willen kopen, om de behoefte aan steenkolen te verminderen', zegt Ramanathan.

Het voornaamste staatsmijnbedrijf, Coal India Limited (CIL), is verantwoordelijk voor 90% van de steenkolenmijning. 'CIL staat erom bekend dat ze doelen niet halen', zegt Ramanathan. 'Daarbij is de snelheid waarmee de vraag is gestegen misschien niet voorzien. Vanwege de pandemie zijn eerder arbeiders ontslagen, en kost het nu tijd en moeite weer voldoende mankracht op te bouwen.'

Economisch herstel heeft energie nodig
Vanwege de pandemie was de vraag de eerste helft van het jaar lager dan normaal. Maar de afgelopen maanden steeg de energiebehoefte juist ongekend snel, nu het aantal coronabesmettingen al maanden laag is en er vrijwel geen beperkingen meer zijn op economische activiteiten. Ook steeg het aandeel van de energie opgewekt uit steenkolen van 62% tot 66%. Daardoor werd in augustus en september van dit jaar 18% meer steenkolen verbruikt dan in dezelfde periode in 2019.

Het is verrassend dat men deze stijgende vraag niet zag aankomen, zegt econoom Devendra Kumar Pant. 'Je hoeft geen econoom te zijn om te snappen dat economisch herstel na een lockdown energie nodig heeft. Gelukkig komt dit tekort niet tijdens een piek in de vraag. Als dit de komende maanden aanhoudt, wanneer er ook vanuit de landbouw meer behoefte aan stroom zal zijn voor irrigatie en oogsten, dan wordt het een groot probleem. Zeker zal dit dan een negatief effect hebben op de economische groei.'

De late en hevige moesson had niet voorspeld kunnen worden, zegt Pant. Maar volgens hem hebben de energiecentrales het probleem deels zelf veroorzaakt door structureel onvoldoende voorraad steenkool aan te houden. Het overheidsadviesorgaan Central Electricty Authority schrijft een voorraad van 22 dagen voor. 'Maar centrales hebben een gemiddelde voorraad van 10-11 dagen. Als ze die 22 dagen zouden aanhouden, dan zouden ze beter op onverwachte veranderingen in vraag en aanbod kunnen inspringen.'

Zonne-energie gaat uitbreiden met 700%
CIL heeft verklaard steenkolen van andere bedrijven te gaan aankopen om de tekorten te verhelpen. Het hoogste steenkolenverbruik tot nu toe was in het financiële jaar 2018-19: 643.7 miljoen ton, waarvan 61.7 miljoen ton werd geïmporteerd. De behoefte voor het huidige jaar is naar schatting 723.3 miljoen ton en verwacht wordt dat deze in 2023 is gestegen tot 1123 miljoen ton.

Dit is ondanks een duw in de richting van duurzame energie. Onderzoeksbureau BloombergNEF voorspelt dat er tegen het einde van 2030 in India meer stroom uit zonne-energie dan uit steenkolen komt. Hoewel de capaciteit van steenkolencentrales met nog 30% zal stijgen, zal zonne-energie uitbreiden met maar liefst 700%. Nu al is de energie opgewekt uit zonnepanelen goedkoper dan die uit steenkolencentrales — waarvan een groot deel op minder dan 50% van de capaciteit draait.

Lack of Demand will make West Cumbrian Mine Redundant

News & Star reported that a UK Government inquiry into the controversial Woodhouse Colliery coal mine planned for Whitehaven rages on and the latest concern heard about the planning application is that the demand for metallurgical coal will not justify the development. Solicitor for Friends of the Earth Paul Brown QC called on Dr Jonathan Cullen to give evidence. Dr Cullen is a doctor of philosophy in engineering and an associate professor in Energy, Transport and Urban Infrastructure at the Department of Engineering at the University of Cambridge. He said: "Achieving net zero carbon emissions for steel production in the UK and mainland Europe by 2050 will be challenging. Meeting climate change demands is key to drive a move from primary steel production from iron ore towards secondary steel production from steel scrap and an overall reduction in demand for steel. Both these emission reduction strategies result in a reduced requirement for primary steel production from iron ore and therefore less demand for metallurgical coal.

"These inevitable shifts in steel production will reduce the requirement for metallurgical coal in the UK and mainline Europe making the proposed West Cumbria Mining mine redundant."

But Mayor of Copeland Mike Starkie said "There's going to be a demand for metallurgical coal and an increasing demand for it for at least 30 years. If the coal isn't mined from Whitehaven we'll be importing it from elsewhere, that is a fact."
