EDP Joins Powering Past Coal Alliance to End Coal Power Generation

EDP is one of 44 companies that make part of the global alliance created from Canada and the United Kingdom to accelerate the end of coal production. Membership was announced last week, along with six new members, during the UN Energy Transition Coalition webinar. EDP is one of the new members of the Powering Past Coal Alliance, the world’s first and only coalition of national and sub-national governments and private sector organizations working to advance the transition away from unabated coal power generation.

Since the beginning of September, and besides EDP, six more members have joined this global effort to decarbonization:Peru, the first PPCA member in South America; Seoul, the capital of South Korea; Gyeonggi, the most populous province in South Korea; Baden-Württemberg, a state in southwest Germany; and Kaohsiung and Taichung cities. These new numbers were announced on 17th September by PPCA at the UN Energy Transition Coalition high-level event. With coal assets in Portugal, Spain and Brazil, which are scheduled to close by 2030, EDP, which is already a global leader in renewable energy, is now the only portuguese company present in this rank.

With these additional members, the alliance now has 111 members, including 34 national governments, 33 subnational governments and 44 businesses. The announcement was made at a high-level ministerial event, as part of a series of UN Energy Transition Coalition events hosted by the Denmark and Ethiopia missions to the UN at the one-year mark since the UN Climate Action Summit.

Melting Glacier Floods Gruve 7 Coal Mine in Svalbard in Arctic

Physics reported that Earth Institute at Columbia University’s Ms Lily Roberts wrote that On July 26, Svalbard, a Norwegian archipelago between mainland Norway and the North Pole, only active coal mine Gruve 7 was reported to be flooded by its operators, Store Norske Spitsbergen Kulkompani. It had been shut down earlier this year due to the ongoing COVID-19 pandemic; now plans to reopen the mine will now be delayed even further as a result. Glacial meltwater entered the mine through a crevasse at the junction between the overlying ice cap and glacier below, and seeped through from cracks in the bedrock. The floodwaters damaged the mine's one power supply, so the three pump systems installed to remove water were unable to operate. Workers at Store Norske are currently conducting an assessment of damage to equipment and facilities.

Svalbard is a Norwegian archipelago in the high Arctic. It has a rich political history, marked by exploration, exploitation and enmity. Prior to the Svalbard Treaty of 1920, Svalbard was a terra nullius, a land without formal government. The treaty, part of the wider peace treaty of Versailles, which brought an end to World War I, designated Svalbard to Norwegian rule, but allowed a number nations to remain present in Svalbard. This ambiguous status was a particular target for Russia, which currently is the only other country exercising this right to occupancy in Svalbard. The history of the archipelago centers around the pursuit for its resources, namely whales, coal and fish, and the geopolitics that competition for these resources has ignited. Sea ice has long been a physical obstacle to the archipelago's exploration and exploitation, but climate changes and loss of sea ice have opened opportunities for nations with an interest in Svalbard.

The great coal rush, which began at the close of the 19th century, ended before the 1930s, but the Soviet Union and Norway still continued mining on Svalbard, despite declining economic opportunity. In 1949, realizing its neutral stance was no longer a possible form of defense, Norway became a founding member of NATO. This status asserted Norway as a potential rival to the Soviet Union during the Cold War for territory in the Arctic. The rivalry was heightened by the shared border at the northern extreme of Europe. Through the rest of the 20th century and the collapse of the Soviet Union, both Norway and Russia continued to mine coal as a means of asserting their presence in the Arctic, particularly on Svalbard due to its proximity to nuclear weapons carried in submarines in the surrounding waters. The Norwegian government has long subsidized coal mining in Svalbard, even though very little commercial value now remains—the majority of coal from Gruve 7 is used to supply the only coal power plant on Svalbard. The mining industry has therefore represented the long-standing tensions between the two nations. Although Russia currently agrees that diplomatic negotiations in the Arctic must be a priority for all, its history of territorial claims suggests that its current cooperation as a member state within the Arctic Council may not represent its future actions.

For the past two decades, coal mining has been increasingly threatened by water intrusion from nearby melting glaciers and ice caps. In the days preceding the flooding of Gruve 7, a record temperature of 21.7 degrees Celsius had been recorded in Svalbard, causing sustained glacial melt and rivers to discharge four times their usual volume. The phenomenon of Arctic amplification, whereby temperatures are increasing at a greater rate in the Arctic compared to mid-latitudes, has fueled rapid glacial melt.

The Svalbard coal mining industry is not only threatened by the imminent melting of glaciers, but also from international environmental lobbyers. In 2015 the UN's executive secretary on climate change, Christiana Figueres, requested that Norway permanently stop mining on Svalbard, stating that it was inconsistent with the responsibility to uphold the country's commitments to address climate change. More broadly, coal mining in the Arctic has been criticized for the paradoxical inconsistencies between the heavy greenhouse gas-emitting industry in a place on Earth where climate changes are being felt more than ever.

The flooding of Gruve 7 by the melting ice cap above not only represents a loss in the battle against climate change, but also the failing coal mining industry that has long been used to exercise sovereignty in a place of strategic importance. Coal mining has undoubtedly had a negative impact due to its intrusive and extractive methods, yet for some political actors, the environmental stain which the mining creates may perhaps be less of a concern than the void it will leave behind when it ceases. The recent flood has brought public attention to this remote archipelago, where geopolitical concerns and an increasingly militarized Arctic will undoubtedly complicate its interactions with climate change.

Wollongong Coal Mine Expansion Plan Endorsed

Illawarra Mercury reported that Wollongong Coal's bid to expand underneath the water catchment has been recommended for approval by the Department of Planning, Industry and Environment, which found the benefits outweighed the costs, and the project was in the public interest. It has provoked a furious reaction from environmentalists, who say the company is a basket case that shouldn't be trusted with sensitive environmental concerns.

A letter to the Independent Planning Commission from department deputy secretary Marcus Ray said the bord and pillar mining method would address environmental and water concerns. He said "Based on a detailed assessment, the department and relevant government agencies consider that the bord and pillar mining method has addressed key issues raised by the commission, particularly in relation to the uncertainty associated with subsidence and groundwater impacts.”

Concerns over the potential for significant water catchment drainage into the mine had earlier been raised by the Planning Assessment Commission.

Hopedale Coal Mine Closes in Ohio

A coal mine in Hopedale closed permanently last week, leaving around 100 area residents without jobs. Harrison County Commissioner Paul Coffland said that Hopedale Mining LLC closed its doors last week, less than two months after filing for Chapter 11 bankruptcy protection. Rhino Resource Partners of Kentucky, the mine’s parent company, made its bankruptcy filing in late July.

Although the mine and 27 of its affiliates filed for bankruptcy protection a few weeks ago, county officials were surprised at the news of the closure.

The Hopedale coal mine was reopened in 2005 after Rhino Resource Partners invested in the facility. Prior to the investment it had been closed since 1987.

PMG Coal Miners Underground Protests Gain Strength in Poland

According to reports in Polish media, the number of miners of the Polish Mining Group holding an underground protest has grown to over 400 according to unionists. Solidarity trade union branch Silesia-Dabrowska said that currently 185 miners are talking part in a protest at the Halemba mine, one of three parts of the Ruda colliery in Ruda Slaska, southern Poland. At the Piast-Ziemowit mine there are 70 underground protesters and at the group's remaining mines around 20 to 30 people. Solidarity said "The protest is rotational in nature, which means that those who remain underground at the end of their shift replace protesting colleagues from an earlier shift. Some of the participants of the campaign have decided to stay underground longer."

The subterranean protest started on Monday in three parts of the Ruda mine in Ruda Slaska: Halemba, Pokoj and Bielszowice, as well as at the Wujek mine in Katowice, southern Poland. On Tuesday, miners from the Piast and Ziemowit collieries joined the protest and on Wednesday, the demonstration spread to the Boleslaw Smialy, Sosnica, Myslowice-Wesola and Murcki-Staszic mines. Miners from other collieries are due to join the campaign on Thursday.

A march has also been announced for Friday through the streets of Ruda Slaska to be attended by representatives of other sectors threatened by EU climate-energy policy. The demonstrators question, among other things, the assumptions of energy policy concerning the tempo of withdrawal from coal as an energy source and investment in gas energy production. They also want support for zero-emission coal technology.

Central Statistics Office announced that production of coal in Poland fell by 15.8 percent year on year in August 2020, reaching 4.24 million tonnes. In the first eight months of 2020, coal production fell by 13.3 percent year on year to 35.79 million tonnes.

China Commits to Enhance Climate Action

Chinese President Mr Xi Jinping during his speech to the UN General Assembly announced that China will enhance its climate change ambitions. President Mr Xi said that China will scale-up its nationally determined contribution under the Paris Agreement by peaking CO2 emissions before 2030 and adopting more vigorous policies. He also announced an aim for China to achieve carbon neutrality before 2060.

Mr Xi said in a virtual address “The Paris accord outlines the minimum steps to be taken to protect the Earth, our shared homeland, and all countries must take decisive steps to honor this agreement. We aim to have C02 emissions peak before 2030 and achieve carbon neutrality before 2060. We call on all countries to pursue innovative, coordinated, green and open development for all, seizing the historic opportunities presented by the new round of scientific and technological revolution and industrial transformation."

Given changes in China’s economy, it is likely to already be on a trajectory to peak CO2 emissions around 2025. Therefore, strong additional measures will need to be taken in order to significantly decrease its emissions. The Chinese government’s upcoming 14th Five-Year Plan is an important opportunity to detail the roadmap for ambitious and concrete actions from 2021-2025 to deliver on the high-level signals communicated.

This announcement is the starting bell on the next critical leg of the race for the world, especially all major climate polluters, to significantly strengthen their climate actions in the next year. China’s ambition shows how countries can simultaneously prioritize revitalizing their economies and protecting the climate.

This builds on the push from the European Union with the European Commission proposing to strengthen its climate targets to cut emissions 55 percent below 1990 levels by 2030, a significant strengthening from their original target of at least a 40 percent cut under the Paris Agreement.

During a joint announcement with President Obama in 2014, China committed to peak CO2 emissions around 2030. Through peaking CO2 emissions in 2025 by capping coal consumption by 2020, China could cut emissions by at least 2.5 billion tonnes per year by 2030. China is already on the way to meeting this action, having cut its coal consumption by 9.4 percent from 2013-16, implemented a target to reduce the share of coal in total energy consumption from 64 percent in 2015 to 58 percent by 2020, and led the world in installing wind and solar power.

The Intergovernmental Panel on Climate Change tells us that in order to have a good chance of keeping global warming below 1.5 degrees, global emissions should reach net zero by 2050. Therefore, all major emitters need to play a responsible role in setting a clear trajectory to net zero emissions by 2050, if not before.

Odisha Seeks Postponement of Coal Block Auction

Coal Block AuctionIANS reported that Odisha government has requested the central government to defer the coal block auction process by three months in view of the unfavourable market condition due to the prevailing Covid-19 pandemic. Odisha’s Steel and Mines Minister Prafulla Mallik, in a letter, has urged Union Coal Minister Pralhad Joshi to direct the officials for the deferment of the auction. He said the coal block auction process can kick-start after the favourable market condition and an improvement in the Covid-19 pandemic situation. He said "If the coal block auction is held in this scenario, the government might not be able to get the better price of the natural mineral resource. The lease period of coal blocks is 30 years and a poor response to the auction will affect the state's coal revenue.”

The Centre has started auction process for 41 mining blocks including nine from Odisha. They are Chendipada I, Chendipada II, Machhakata, Mahanadi, Radhikapur (East), Radhikapur (West), Brahmanbil & Kardabahal, Kuraloi (A) North, and Phuljhari (East & West). These mines have a total geological coal reserve of 10,750 million tones.

Centre has decided to auction 41 coal mines for commercial mining including nine from Odisha. The last date for submission of the bid is September 29. It was decided that the e-auction would be held from October 19 to November 9, 2020.

New Hope Corp Sees COVID19 Curbing Coal Demand

Coal Demand PriceAustralian coal miner New Hope Corp said that a sudden drop in thermal coal prices and lower output from its Queensland operations would hurt its financial performance in the second half of the year. It said “As a result of reduced electricity demand across most global markets, thermal coal demand and price has declined sharply since the beginning of April 2020. The coronavirus outbreak had affected all markets and coal types, destroying global power demand more rapidly and on a greater scale than seen during the global financial crisis of 2008. High levels of Indian coal stocks, the uncertain pace of Japan’s recovery and low coal imports from Europe were all posing negatives for the thermal coal market.”

However, offering some relief, New Hope said a pick-up in Chinese industrial activity and power consumption, along with firm demand from Vietnam, Taiwan and Korea had supported a recovery in prices in recent weeks.

New Hope Corp Ltd has posted an annual loss compared with a profit last year. For year ended July 31, the loss after tax from continuing operations was AUD156.8 million, compared with a profit of AUD 210.4 million last year.

Maximale compensatie

Meghalaya Starts Coal E Auctioning Process

The Northeast Today reported that the Meghalaya Government has started the process of e-auctioning extracted coal as directed by the National Green Tribunal. Chief Minister Mr Conrad K Sangma said that at one point, concerns were raised by the NGT as it wanted the state government to transport the coal from the quarry to the coal depot. According to him, the state government had earlier proposed to allow the miners to transport the coal from the quarry to the coal depot since it was difficult for the state government to do so. However, the proposal was turned down by the Tribunal. Mr Sangma said that the state government finally had to approach the district level and the Deputy Commissioners to call the tendering process locally which brought a response from local bidders in two of the districts. He said that they are hopeful now that they will be able to move things faster.

The NGT Committee had earlier approved the pilot-basis auction of 2 out of 32 lakh tonnes of coal.
